INCIDENTS

93-839 - Jefferson National Expansion (Missouri) - Car Clout Arrests

On the morning of November 27th, rangers began a car clouting surveillance
operation and within ten minutes spotted a person breaking into a visitor's
vehicle.  Following a brief chase, two people were arrested.  Rangers found
that there was an outstanding warrant against the driver and that the
vehicle was associated with a missing person, who was not present.  Property
stolen in the car clout, valued at about $400, was seized.  The unexpected
discovery of an unrestrained 16-month-old child in the back seat of the
vehicle hindered the investigation by requiring a lengthy protective custody
procedure between the state of Illinois and the park.  The child was
eventually transferred into the custody of the state.  Felony larceny and
theft charges (18 USC 661) were filed in district court, and the suspects
were locked up until initial appearance and the completion of a pre-trial
investigation.  An investigator from the state of Illinois' child protection
division is moving forward with charges against the parent for reckless

93-840 - Great Smokies (Tennessee/North Carolina) - Car Clout Arrests

On the afternoon of November 28th, Cades Cove rangers broadcast a BOL for a
vehicle thought to have been involved in a car clout that had just been
reported in that area.  The vehicle was spotted and stopped about 15 minutes
later.  The female occupant of the vehicle had in her possession a small,
handmade change purse containing cash which was similar to one stolen in the
clout.  The three suspects - J.A. and K.A. and S.S. - were
escorted to the Little River ranger station, where the victims identified
the vehicle, the suspects and the change purse.  All three were taken to the
Sevier County jail; they admitted their involvement in the clout the
following morning.  Larceny charges (18 USC 661 and 662) have been filed in

93-841 - Jean Lafitte (Louisiana) - Homicide

A body of a man in his 30s was discovered in the water at the Twin Canal
canoe launching area in the park's Barateria Unit early on the morning of
December 3rd.  The cause of death was two shots to the head from a small
caliber handgun.  The body was clad in shorts and wrapped in a white sheet. 
Investigators believe that it was dumped in the water around 4 a.m. that
morning.  The victim has not yet been identified.  Jefferson Parish officers
are leading the investigation.  [Steve Hickman, JELA, 12/3]

93-842 - Roosevelt-Vanderbilt (New York) - Drug Arrest

While closing the Vanderbilt parking lot on the evening of December 1st, the
patrol ranger came upon an unattended vehicle.  When he checked it, he saw a
shotgun on the front seat.  The owner of the vehicle subsequently arrived,
identified himself, and inquired as to the problem.  He was placed under
arrest for the weapons violation; the ranger also found a cellophane bag
containing marijuana while handcuffing the suspect.  After gaining access to
the vehicle to retrieve the man's loaded shotgun, the ranger observed a
large package on the front floor.  The vehicle's driver said that it
contained marijuana and said that more could be found behind the front seat. 
He was arraigned before a local justice of the peace and placed in the
Dutchess county jail.  Felony charges for drug and weapon possession are
pending against him.  The subject admitted to selling drugs in the park on
numerous occasions and said that this marijuana was being used to pay off a
debt.  Members of the county drug task force subsequently identified him as
a known "mid-level" drug dealer and advised that this was the first time
he'd ever been arrested under state or federal charges.  [Christopher
