NOTES
1) Highlights from Director's Bulletin - The following summarizes key points
made in the Director's activities update transmitted through his bulletin
board on Monday, December 6th. The full text of the several documents
included in that transmission can be read on the bulletin board:
Director Kennedy said that there are "no plans, not even the beginning
of a plan, nor is there policy" to eliminate Denver Service Center or
reduce the number of regions. Although the Department is talking
about streamlining and consolidating functions, an action which may
have some impact on regional structures, there is no plan to reduce
the number of regional offices.
The Director has, however, prepared a "white paper" containing ideas
on reorganizing the Service (the text appears on the bulletin board).
He believes that there should be one deputy director (John Reynolds)
to run the Service and another to handle external commitments and
"interconnections with other agencies". The white paper does relate
to possible administrative actions scheduled to occur in February.
The Director stated that he wants it clearly understood that he will
not "second guess" decisions already made on the selection of
superintendents, but added that new standards for such selections are
being developed.
Discussions are underway with Secretary Babbitt's chief of staff
regarding the Secretary's proposal to supplement appropriated funds
with corporate contributions to improve employee housing. The
Secretary has invited the National Park Foundation to act as a leader
in approaching private sources, and the Service is preparing to make a
presentation to the foundation's board in January.
The Careers Council is focusing on two key employee issues - dual
careers and seasonal/temporary employment. A draft policy paper on
the latter is due shortly.
DOI public affairs officers have been scheduled for FY 95 budget
reductions. Each bureau has been told to identify a 35% reduction in
public affairs FTEs and to eliminate specific public affairs programs
and functions.
A legislative program dealing with pay, benefits, housing and fees
will be prepared and ready for Congress when it reconvenes late in
January.
