INCIDENTS
93-872 - Santa Monica Mountains (California) - Weapons Arrest
On December 11th, rangers arrested former NPS employee J.F. at
Diamond X ranch, where he was attempting to provoke an encounter with a park
employee in breach of a legal restraining order which had been issued the
same day. During the arrest, rangers discovered that J.F. was wearing a
concealed firearm, that he is known to own other firearms and dangerous
weapons, and that he had several of these in his vehicle. J.F. was
carrying a .32 caliber semi-automatic handgun which was loaded and backed up
with three additional magazines. A .25 caliber semi-automatic handgun was
discovered inside the passenger compartment of his pickup; the pouch
containing the handgun also held two fully loaded magazines. An AR-15
assault rifle with a 30-round magazine was found inside the pickup's cargo
area; alongside it were six more 30-round and two 20-round magazines. Also
taken from J.F. was an eight-inch expandable baton and a two-edged hard
plastic knife. During his booking on state stalking and felony and
misdemeanor weapons charges, rangers discovered an NPS badge, and found that
J.F. had last been employed at Death Valley during the summer of 1993.
The badge, however, came from another park. J.F. has also worked at
seven or more other parks. He has told rangers that "law enforcement is the
enemy, therefore you are the enemy." During an interview on December 13th,
J.F. said this his desire is to be killed by a law enforcement person.

94-4 - Eastern Areas - Storm Closures
Two reports of closures due to heavy snow, wind and rain along the East
Coast have been received; others will appear tomorrow:
Great Smokies - Most park roads have been closed. Campers were being
encouraged to leave the area yesterday. Although more snow was
forecast for last night, the park does not foresee a repeat of last
spring's blizzard. Precautionary actions are nonetheless being
undertaken.
New River Gorge - The park's headquarters and facilities were closed
yesterday due to heavy snow in Raleigh and Fayette counties. x

OPERATIONAL NOTES
1) Twenty Year Retirement - The Office of Personnel Management has issued
interim rules amending the regulations covering special retirement
provisions for law enforcement officers and firefighters employed under the
Civil Service retirement system. These changes are intended to improve
efficiency by delegating to the employing agencies responsibility for
deciding who is entitled to coverage under the special retirement
provisions. Comments on the interim regs are being accepted until February
7th. The regs and the address for submitting comments appear on page 64366
of the Federal Register (Vol. 58, No. 223) for December 7, 1993. [Dick

MEMORANDA
The following memoranda of Servicewide consequence has been transmitted to
the field:
"Special Details to Assist with Midwest Flooding", signed by Acting Deputy
Director Castleberry on December 20, 1993, and sent to the directorate,
field directorate, WASO division chiefs and superintendents. Contains
criteria for GS-9 through GS-12 volunteers who are interested in working on
FEMA flood projects on cost reimbursable details for one to six months
during FY 94 and 95. Replies to WASO Recreation Resources Assistance are
due today.
