INCIDENTS

94-53 - Channel Islands (California) - Follow-up on Rescue

On February 3rd, a winter storm drove the "Susie", owned by J.M.,
aground in Cuyler Harbor on San Miguel Island.  J.M. and a companion were
rescued by rangers the following day.  As was noted in the original report,
J.M. was subsequently charged with abandoning property and polluting park
waters.  Despite the 150-gallon spill, which spread into park tide pools and
affected breeding elephant seals who were on the beach, J.M. refused to
initiate any clean-up actions and refused to take responsibility for the
removal of the boat after removing valuables.  He also refused to present
any identification or give a home address to rangers and was combative. 
Since the park's experience has been that commercial fishermen are not
likely to respond to a citation or appear in court, which in this case would
leave the park with responsibility for the $15,000 bill for cleaning up the
beach, J.M. was charged and arrested.  He was released after an initial
appearance before the U.S. magistrate.  [Jack Fitzgerald, CR, CHIS, 2/8]

94-59 - Olympic (Washington) - Assault on Ranger

On January 28th, W.B. and D.A. left a tavern near Forks,
Washington, after being denied further drinks by the bartender, then headed
towards Lake Crescent while on their way to Port Townsend.  During the trip,
D.A., who was the passenger, had to pull the wheel several times to keep
W.B. from hitting on-coming vehicles; W.B. also passed a truck at a high
rate of speed on a blind corner at the west end of the lake.  At Maple
Point, W.B. crossed the double line, went through a turnout, and struck a
series of barrier logs on the opposite side of the road.  Three passing
motorists stopped and helped the two men get their vehicle back on the road. 
W.B. and D.A. drove to the next turnout on a flat tire, where the
motorists changed a tire for them.  The motorists later indicated that the
two men were far too drunk to change the tire themselves, and said that the
two men "freaked out" when rangers Matt Stoffolano and Mark Spier arrived on
scene, feverishly attempting to hide the alcoholic beverages still in their
vehicle.  W.B. asked one of the motorists if he'd claim to be the driver of
the vehicle, since W.B. was drunk and his driver's license had been
revoked.  When the rangers attempted to arrest W.B., he became agitated and
struck Stoffolano in the face with his fist.  During transport, W.B. was
able to remove his seatbelt, slip his handcuffs under his legs, and cause
over $500 in damage to the patrol vehicle.  W.B. was extremely
confrontational and abusive during both transport and booking at the jail in
Port Angeles.  He kicked the blood alcohol testing machine, knocking over
the testing solution and slamming the machine against the wall.  W.B.'s
criminal history revealed 19 previous arrests, two of which were assaults on
officers, and numerous other violent acts against persons.  He's being held
on a $3,000 warrant from a nearby county.  Park charges are pending.  [Kym

94-60 - Yosemite (California) - Larceny Arrest

On February 3rd, G.T.B. was arrested for theft of government
property following a four-day investigation by park investigators.  A search
warrant was secured for G.T.B.'s residence, which is just outside park
boundaries in Mariposa county, and Mariposa deputies assisted in the warrant
execution.  Every item of suspected stolen property that was named on the
warrant was seized, including an 8mm video camera and accessories belonging
to visitors from Scotland and restaurant and kitchen equipment belonging to
the park's Loft restaurant.  G.T.B. was the head cook at the restaurant,
which is owned by Yosemite Concession Services.  Also in his possession was
a stainless steel service for 87 persons.  The total valuation of the stolen
property has been placed at $1,800.  G.T.B. was temporarily booked into
the county jail, then taken to the park jail.  The sheriff is continuing his
investigation, as many items of suspected stolen property were seen in
G.T.B.'s residence during the search.  [Fred Elchlep, CI, YOSE, 2/10]

94-61 - Boston (Massachusetts) - Burglary

Just before midnight on Wednesday, February 9th, an off-duty ranger spotted
an adult male climbing out a rear second story window of the Marine
Barracks, the park's administrative office in Charlestown Navy Yard, with
computer equipment in his arms.  He immediately notified park dispatch, and
several rangers responded.  The thief fled the scene with four or five other
persons in a mid-1980s blue Pontiac, and a joint search for the vehicle with
Boston police officers proved fruitless.  The computer equipment was valued
at $4,080.  The investigation continues.  [J.R. Dick, CR, BOST, 2/10]

1) WASO Closure - All federal offices in the Washington metropolitan area
are closed today due to a significant snow/sleet/ice storm.

MEMORANDA

"Revised National Park System and National Historic Landmarks Thematic
Framework", signed by Director Kennedy and sent to the Directorate and Field
Directorate.  Contains a proposed outline for revising the thematic
framework, which the Director calls "dramatic" and "an exciting and fresh
perspective for looking at historic sites and rethinking interpretive
programs."  Comments are solicited from the addressed offices by March 4th.
