INCIDENTS

94-89 - Coronado (Arizona) - Drug Seizure

During the early morning hours of February 23rd, several motion sensors 
were activated in an area of the park along the border with Mexico which is 
known for drug smuggling.  Evidence at the scene indicated that about six 
individuals had walked through the park from the Mexican border.  The group 
was eventually located.  One member of the group, a Mexican without papers, 
was arrested, and about 325 pounds of marijuana, a small amount of cocaine, 
and a 1981 Ford pickup were seized.  Customs is currently holding the 
suspect on felony drug smuggling charges.  [Mike O'Neal, RAD/WRO, 2/23]

94-90 - Statue of Liberty (New York) - Closure; Suspected Bomb

A group of visitors reported finding a suspicious package in the crown of 
the statue around 3 p.m. on the afternoon of February 24th.  Responding 
rangers found a shopping bag containing two shoeboxes.  Because of the high 
potential for terrorist activities at the statue, the park decided to treat 
the package as a bomb.  All visitors and non-law enforcement personnel were 
evacuated from the monument, but parts of the island remained open to the 
public.  The New York City police department's bomb squad was summoned and 
arrived about an hour later.  Their equipment revealed that the package did

OPERATIONAL NOTES

1) Backcountry Special Use Request - Parks in Rocky Mountain, Southwest, 
Western and Pacific Northwest regions should be aware of a decision 
recently made by Craters of the Moon regarding a backcountry special use 
request.  Joseph McGovern and Brett Volpp, two students at Indiana 
University, requested permission to "make a sculptural installation" in the 
park's backcountry.  The letter stated that the "sculptural forms will be 
assembled by rearranging (native) materials on site" and "...will not be 
harmful or irreversible in any way to the area."  The park denied the 
request on the basis of violation of 36 CFR 2.1 and incompatibility with 
the values of the park's wilderness.  The two students indicated that they 
would be making similar requests to parks in the four above noted regions.
