INCIDENTS

94-100 - Fredericksburg/Spotsylvania (Virginia) - Storm Impacts

The winter storm which struck the East Coast last week dropped almost three
inches of snow, sleet and rain on northern Virginia and caused widespread
power outages and downed trees.  All park roads were closed for various
lengths of time due to downed trees, and the visitors center at
Chancellorsville remains closed due to power outages and flooding.  The
flooding of the visitor center caused damage to the park's curatorial
collection, which is stored in the building's basement.  Parkwide clean-up

94-101 - Dry Tortugas (Florida) - Aircraft Accident

On the afternoon of Saturday, February 26th, a Cessna 185F operated by
Aerojet, Inc., flipped while preparing to take off from park waters.  No one
was hurt.  It appears that the Cessna's left float nosed into a swell as the
plane turned into the wind; the wind then lifted the tail upwards, and the
aircraft slowly flipped.  The pilot and two passengers were able to get out
and inflate their life vests while the plane was flipping.  Salvage
operations have been impeded by high seas.  It's unclear as of yet whether
any resources have been damaged.  Plans call for locating and removing the
aircraft as soon as weather permits.  [Bill Kaage, Aviation Manager, EVER,

94-102 - Amistad (Texas) - Double Drowning

Around 11 p.m. on Friday, March 4th, a 14-foot john boat with four men from
Del Rio capsized on the lake.  The men tried to swim ashore; two made it,
but two others - T.H., 24, and P.M., 27 - disappeared
and presumably drowned.  A search is underway for their bodies.  None of the
men were wearing life jackets.  Alcohol was also a factor, as was

MEMORANDA

"Commercial Tour Fees", signed on March 3rd by the acting Associate
Director, Operations, and sent to all Regional Directors.  Contains
instructions on implementation of P.L. 103-66, which requires the NPS to
begin collecting fees from commercial tour vehicles entering approximately
70 units of the National Park System and from aircraft conducting commercial
tours over Grand Canyon, Haleakala and Hawaii Volcanoes.
