INCIDENTS
94-190 - Denali (Alaska) - Falling Fatalities
T.M., 26, and W.P., 36, both of Girdwood, Alaska, were
descending a technical ice and rock route on Mount Wake with a third person
on April 24th when they fell approximately 1500 feet to their deaths. The
two men were unroped at the time; one apparently fell and caused the second
to fall. The third climber made her way safely to the bottom of the route
on her own. The bodies were recovered that evening by another climbing
party. Rangers were notified of the accident by radio on Monday afternoon.
The bodies were evacuated, and an investigation was begun. The accident -
which occurred about 15 miles from Mount McKinley - came as the climbing
season begins in the park. Denali rangers and US Army helicopter crews
placed the supplies for the seasonal ranger camp at the 14,200-foot level of
McKinley on Monday afternoon. The first climbing patrol begins on May 1st.

94-191 - North Cascades (Washington) - Serious Employee Injury
On the afternoon of April 25th, Paul Jensen, a seasonal WG-6 packer, was
helping construct a boardwalk trail at the Newhalem Visitor Center when he
cut his leg with a power beam cutting saw. Jensen was transported to the
Skagit Valley hospital by ambulance. The full extent of his injury is not
yet known, but it is believed that surgery will be required. An
investigation is underway. [Mark Forbes, RAD/PNRO, 4/26]
94-192 - Colorado (Colorado) - Apparent Suicide
A crew from a local television station was shooting a story at Independence
Monument overlook around noon on April 22nd when they heard loud music
coming from a nearby pickup truck. The truck's occupant appeared to be
asleep or passed out. After completing their filming, they checked further
and found that the man had a bullet hole in his chest. Rangers and Mesa
County officers responded. The victim, 17-year-old G.H. of
Grand Junction, was found to have died of a gunshot wound to the chest.
Although the wound appears to have been self-inflicted, the county sheriff's
department is continuing its investigation. [Jim Reilly, RAD/RMRO, 4/25]

OPERATIONAL NOTES
1) Buyouts - Various offices in WASO have received numerous requests for a
complete listing of the names of all the employees who will be leaving the
NPS as a consequence of buyouts, largely because many people want to know
who among their friends and professional acquaintances will be departing.
WASO Personnel has given us a complete listing of those names and has
cleared their release. The following people will be leaving from WASO,
regional offices and service centers; we will list the folks from the parks
on either the Thursday or Friday morning report. We wish all of them our
very best in their future endeavors - whether retirement or otherwise:

2) Code of Federal Regulations - WASO is no longer making the annual
procurement of copies of CFRs for the field due to funding constraints.
Parks can procure them by sending orders to the U.S. Government Printing
Office, PO Box 371954, Pittsburgh, PA 15250 (the address which appeared in
the April 22nd edition of CLEAR TEXT was incorrect). The CFRs cost $16 per
book. Checks should be made out to Superintendent of Documents.
3) Indian Trust Information - The Office of Policy and the Environmental
Quality Division are seeking information from NPS areas with defined Indian
trust responsibilities in order to develop an NPS policy on same. They
would like a detailed description of these responsibilities and the name and
phone number of an individual who will serve as a point of contact should
additional information be needed. Responses should be sent via cc:Mail to
WASO Policy Chief by COB on May 11th. Questions should be directed to Peggy
Sandretzky, Office of Policy, at 202-208-4027.
