INCIDENTS
94-264 - Lava Beds (California) - ARPA Incident
Rangers Terry Harris and Kirk Gebicke contacted two individuals -
subsequently identified as M.B. and F.C. - digging
in an archeological site on the east side of Petroglyph Point along the
park's border with adjacent BLM lands on May 6th. The two were in
possession of human remains; when asked what they were doing, they both
replied that they were "digging up bones." A consent search of their
vehicle was conducted, during which the rangers found additional human
remains and a homemade marijuana pipe containing residue. The pair were
charged with possession of a controlled substance and vehicle violations.
The park is currently working with BLM, a northern California ARPA task
force and the U.S. attorney's office to obtain ARPA charges on both
subjects. The case is still under investigation. [Admin, LABE, 6/2]
94-265 - Jefferson National Expansion (Missouri) - Car Clouting Arrests
On May 30th, rangers found evidence of a car clout in the Old Cathedral
parking lot and subsequently learned from the owners that $1,300 in
property, including luggage, had been stolen. The description of the stolen
luggage matched that of luggage seen in the possession of two men just prior
to the discovery of the clouting incident. The pair had been interviewed at
that time, but allowed to leave because there was as of yet no evidence that
a crime had been committed. Rangers searched the downtown area and found
that the two men had registered in a motel five blocks from the park. A
surveillance team was put in place, and the suspects were observed in and
near their room throughout the night. At 6:20 a.m. on June 1st, the pair
left their room and walked toward the downtown area. The surveillance
teams, together with additional rangers, stopped them and made felony
arrests. The motel room was secured until a search warrant could be
obtained. Nearly all the stolen property was recovered from the room. One
of the suspects has numerous prior felony convictions for burglaries. Both

94-266 - Gulf Island (Mississippi/Florida) - Memorial Day Incidents
The three-day Memorial Day holiday brought a large influx of visitors to the
park, including an estimated 50,000 gays to the Santa Rosa area. The
approximately four-mile-long section of beach at Santa Rosa has become
widely known as the "gay beach" among the local and regional gay community,
and the annual Memorial Day gathering continues to grow in size each year
despite lack of formal sponsorship from any particular organizations or
groups. The park managed the event under ICS and brought in nine rangers
from other Southeast Region parks to assist. No major incidents occurred
during the holiday, but rangers issued numerous warnings and citations for
alcohol violations, disorderly conduct, traffic and parking offenses, glass
containers on the beach, misdemeanor assaults, obscene sand art, and
indecent exposure. Rangers assigned to the gathering at Santa Rosa also
responded to the Fort Pickens area on Sunday afternoon to deal with
significant gridlock caused by a heavy flow of traffic in and out of the
area. The park continues to explore ways to find a group or groups that
will take some responsibility for the Santa Rosa gathering so that they can
be held financially accountable for some of the park's expenses for managing

6) CURRENT SITUATION - Minor initial attack activity occurred yesterday in
the eastern Great Basin, southern California and the South. Large fire
suppression continued in the western Great Basin and Southwest, along with
initial attack on state lands in southern Arizona.
7) OUTLOOK - A red flag watch has been posted for northwest Arizona and
southwest Utah for gusty winds, high temperatures and low humidities. Winds
gusting to 25 mph and humidities dropping to five percent are forecast for
Arizona. New Mexico will be partly cloudy with scattered afternoon and
evening thunderstorms; winds and low humidities may hamper suppression
efforts. Scattered afternoon and evening thunderstorms are predicted for
the Southeast.
