INCIDENTS
94-267 - Golden Gate (California) - Attempted Auto Larceny Arrests
On May 29th, plain clothes investigator Raymond Rapp noticed and began
watching a man who was apparently "shopping" cars - that is, looking them
over to determine which one to steal - along Van Ness Avenue. After a few
minutes, it became apparent that the suspect was accompanied by two other
individuals, one of whom was a juvenile, and that both were serving as
lookouts. The suspect attempted entry into a vehicle which, unbeknownst to
him, contained a very large but very quiet dog. As he attempted to reach
into the vehicle's partially opened window to unlock the door, the dog made
itself known and latched on to the man's arm. After freeing himself, the
man moved on to several other vehicles, finally chosing a Honda Accord. He
hot-wired the car and his two lookouts joined him; before the trio could
leave the scene, however, they were converged upon by several Park Police
units and apprehended. One of the three told Rapp that he was part of an
auto theft ring and that the Accord would net him $500. An investigation is

94-268 - Pictured Rocks (Michigan) - Car Clouting Arrest
On Tuesday, May 31st, rangers and Michigan state police officers began a
surveillance operation at the Miners Falls parking lot. Several car clouts
had occurred at that location during the past year in which vehicles had
been forcibly entered and cash (only) taken. A surveillance van and bait
vehicle were used in the operation. Around 10 a.m., a man later identified
as G.K. entered the lot on foot and forcibly entered a private
vehicle (not the bait vehicle). The entire car clout, including clear
identification of G.K., was captured on video by a camcorder in the
surveillance van. G.K. was then arrested. Charges of larceny from a
motor vehicle and possession of marijuana are pending against him. [Larry

6) CURRENT SITUATION - Initial attack activity continued yesterday in
southern California and the Southwest. Large fire suppression continued in
Arizona and northern California.
7) OUTLOOK - A red flag watch has been posted for Arizona and Colorado for
gusty winds and low humidity. An area of low pressure over the West will
bring widely scattered, dry thunderstorms this evening to southern
California, Colorado and the Southwest. Fire activity in these areas is
accordingly expected to increase. There will be numerous afternoon
thunderstorms in the Southern coastal states. Initial attack activity is
expected to continue.

"Organizational Alternatives from the Work Group on Reorganization", signed
on June 4th by Director Kennedy and express mailed on Saturday, June 5th, to
the Directorate and all Superintendents. Contains the draft NPS
streamlining plan as prepared by the reorganization work group. In order to
meet the schedule for presenting the final draft to the Department on June
17th, only a short time is available for receipt and consolidation of
comments. Responses are due via cc:Mail (address to WASO Streamlining) or
by fax (202-208-5500) no later than COB Friday, June 10th. Comments
received after that time can't be incorporated into the initial draft plan
revisions. If you have not received a copy by Wednesday morning, contact
