INCIDENTS

94-562 - Western Parks - Car Clouting Arrests

During the seven-month period from May to November of 1993, M.D.E.
and J.A.S.-E. are believed to have committed numerous
car larcenies, check and credit card frauds, thefts from tents in
campgrounds, and thefts of fees from campground pipe safes and association
donation boxes on NPS, Forest Service, BLM, state park and private lands in
Washington, Idaho, Wyoming, Utah, Arizona, New Mexico, South Dakota and
Nebraska.  Among the areas the couple hit were Yellowstone, Wind Cave, Bryce
Canyon, Zion, Grand Teton and Grand Canyon.  On August 25th, they were
indicted in Salt Lake City on from 10 to 13 counts of five 18 USC
violations, including conspiracy, theft and property damage.  The E.s
were arrested separately in Akron, Ohio, and Seneca, South Carolina, earlier
this week.  They both admitted guilt during subsequent interviews and
revealed many more violations, including theft of firearms, stolen money,
pawning of stolen items, and a previously unknown and similar crime spree in
1992 which added many more parks to the list of areas which they'd struck,
including sites in Georgia, Alabama, Louisiana, Texas, California, Oregon,
Colorado, Nevada and Mexico.  The investigation into their activities
continues.  Many NPS rangers contributed information leading to these
arrests.  M.D.E. is being held on without bond due to the risk of flight;
J.A.S.-E. may be released on a $25,000 surety bond with house arrest and
electronic monitoring.  They will be brought to Salt Lake City and likely

94-563 - Point Reyes (California) - Marijuana Seizure

Rangers in a drug interdiction helicopter spotted a marijuana patch on a
residence within park property on September 16th.  The plot was found to
contain 32 mature, six-foot marijuana plants, fenced enclosures, a watering
system, cultivation supplies, and several partially cultivated plants.  The
resident, Clayton Lewis, 80, was contacted and admitted to growing the
plants.  The plants and evidence were seized, and charges were filed through
the county district attorney's office.  The street value of the plants has
been placed at $96,000.  Lewis resides within the park on a special use
permit, and has had numerous conflicts with the park over the past 20 years.

6) OVERALL SITUATION -Initial attack activity continued in several areas of
the West on Tuesday; large fire activity continued in northern California
and increased in Nevada.

7) OUTLOOK - Red flag warnings for strong winds and low humidities were
posted yesterday in portions of Washington and Oregon.  Fire activity was
expected to continue in those areas.

RESOURCE MANAGEMENT

Nez Perce (Idaho) - Pleistocene Fossil Discovery

For the second Saturday in a row, park staff supported an interagency effort
to provide services to large crowds converging at Tolo Lake near
Grangeville, Idaho, to see recently discovered fossil remains of Pleistocene
mammoths.  The fossils were uncovered by excavators working in the old lake
bed to provide fish and migratory bird habitat for the state of Idaho. 
Archeologists and paleontologists from the state, BLM, and Forest Service
subsequently discovered what appear to be at least six individuals, parts of
a bison, and other as yet unidentified fossils.  An NPS paleontologist will
be on scene this week to assist in the project.  To date, no lithics
suggesting that this is an early man kill site have been discovered.  Tolo
Lake is one of 14 sites from Chinook, Montana, to Joseph, Oregon, recently
authorized by the 1992 Additions Bill as sites to be cooperatively
administered by the park.  The lake is an important cultural site to the Nez
Perce Indians and was the rendezvous site of the non-treaty bands
immediately prior to the 1877 war.  [Mark O'Neill, Unit Manager, NEPE]
