INCIDENTS

94-604 - Saguaro (Arizona) - Follow-up on Search

The ten-day-old interagency search for S.S., 34, has been suspended. 
S.S., who reportedly has a history of drug use and had not prepared for her
32-mile hike, was recovering from the flu on the morning she headed out on her
solo trek.  Representatives from ten agencies and organizations assisted park
rangers in the 2,000-hour search effort.  The incident received intense media
attention, and 20 psychics contacted the park with their predictions on where
S.S. was located.  Investigators from the park and the Pima County sheriff's
office are following up on recent investigative leads.  The FBI has also

94-606 - Big Thicket (Texas) - Follow-up on Flooding

Although southeast Texas received no significant rainfall over the weekend, the
heavy precipitation which fell in the Dallas - Fort Worth area was expected to
affect the Trinity River on the park's extreme western edge.  Rain is also
forecast for today.  The Corps of Engineers closed the floodgates at the dam at
B.A. Steinhagen Reservoir on the upper Neches River late Saturday afternoon,
and, as of Sunday night, the river had dropped from six to eight inches
immediately below the dam.  As of yesterday morning, the lower Neches River had
not yet crested.  Both Village Creek and Pine Island Bayou have crested,
however, and are now slowly dropping.  The Tyler County sheriff's office
requested and received assistance from the park on Friday in the evacuation and
protection of the Barlow Lake Estates on the upper Neches River.  Rangers also
patrolled the area around Lakeview on the lower Neches River on Saturday and

94-608 - War in the Pacific (Guam) - Typhoon Wilda

Super Typhoon Wilda, packing sustained winds of 150 mph and gusts reaching 175
mph, was less than 100 miles north of Saipan yesterday and was headed in a
southwesterly direction at about eight mph.  Saipan was expecting high winds
and gusts up to 110 mph, so American Memorial Park was closed.  War in the
Pacific was also closed due to high winds and lack of electricity.  At the time
of the report, winds in Guam were averaging 35 to 50 mph, with gusts over 70
mph.  Heavy rains were predicted for both islands.  Telephones were still
operational, but system breakdown was deemed likely.  Extremely heavy surf was
expected, and damages from high water and wave action were thought likely.  [Ed

94-609 - Natural Bridges (Utah) - Burglary

The park's visitor center was burglarized around 8 p.m. on the evening of
October 14th.  Thieves broke into a donation box and took about $400, and stole
about $375 worth of books from the cooperating association.  A visitor saw two
men in the visitor center at the time of the burglary, but believed they were
cleaning up (no pun intended).  One suspect was described as a white male in
his 20s, 5'6" to 5'8" tall, between 160 and 170 pounds, dark hair tied in a
ponytail, and wearing a light blue denim jacket, blue jeans and a dark baseball
cap.  The second suspect was also a white male in his 20s, 5'10" to 6'0" tall,
from 160 to 170 pounds, also wearing jeans and a blue jacket.  The suspects are
believed to be driving a metallic blue van, possibly a late model.  No forced
entry to the visitor center was apparent.  [Jim Dougan, CR, NABR, 10/17]

94-610 - Padre Island (Texas) - Suicide

A patrol ranger discovered the body of S.S. in his vehicle early on
the morning of October 7th.  The cause of death was a self-inflicted gunshot
wound to the chest from a .22 caliber revolver.  A joint investigation was
conducted with the FBI and the Army's Criminal Investigative Service, and the
death has been ruled a suicide.  [Daniel Wirth, CI, PAIS, 10/13]

94-611 - Blue Ridge (North Carolina/Virginia) - Felony Arrests

On the morning of October 10th, rangers received a report that three persons
matching the description of three suspects involved in an armed robbery in
Waynesboro, Virginia, had stopped at a small grocery store near the parkway. 
While en route to check the report, ranger Mark Gall saw the vehicle enter the
parkway at mile post 16 and head south.  Gall called for backup and followed
the vehicle at a distance.  When the suspects pulled into Slacks overlook near
mile post 20, Gall made a felony stop and held the trio in their vehicle until
backup arrived.  Investigation revealed that the vehicle had stolen license
plates on it, and another set of stolen plates were found on the front floor
board.  Also found in the vehicle were three handguns - a .38 revolver, a .45
automatic , and a .380 automatic.  All these weapons had been stolen from a gun
store in Waynesboro the week before.  The suspects were turned over to
Waynesboro police.  Other state and federal charges are pending.  [CRO, BLRI,

94-612 - Blue Ridge (North Carolina/Virginia) - Felony Arrests

In the early morning hours of October 7th, the park received a report of an
accident at mile post six.  Ranger Mark Gall met a Wintergreen police officer
at the scene, and found that the latter had been flagged down by a person later
identified as A.R., who had reported that he'd wrecked his vehicle.  Upon
further investigation, Gall and the Wintergreen officer found that A.R. was
carrying a loaded .25 automatic pistol on his person, that there was a loaded
.32 caliber revolver in a driver's door pocket and a loaded and cocked .30-.30
rifle elsewhere in the vehicle, and that A.R. was a felon with convictions for
kidnapping, aggravated assault, burglary and other crimes.  At the time of the
report, A.R. was being held pending an initial appearance.  He could face 15
years in prison without parole or probation under enhanced sentencing

MEMORANDA

"Safety Alert, Wildland Fire", signed on October 13th by the Acting Associate
Director, Operations, and sent to all Regional Directors.  Transmits an
interagency safety alert to all wildland fire employees.  The alert was
prepared by the interagency management review team convened following the
investigation of 14 firefighter fatalities at the South Canyon Fire.
