INCIDENTS
94-620 - Golden Gate (California) - Follow-up on Homicide
Following the discovery of the body of a juvenile male in the park last week,
Park Police detectives Prickett and Martin were assigned to participate in a
joint investigation with the San Francisco police department's homicide unit.
The newly-formed Park Police identification unit was summoned to the crime
scene and employed a metal detector to locate several items of evidence. A
park bench located at the crime scene, which was dedicated to the memory of
another California shooting victim, was removed because it contained valuable
evidence which was used in the investigation. A "hot line" was created with
the cooperation of officials at Washington High School, and lead to the receipt
of a tip about a witness who had critical information about the homicide.
Prickett interviewed this witness, who allegedly was present at the crime
scene. The interview led to the identification of several other possible
suspects. A confidential informant subsequently called and identified three
persons heard boasting of the murder. Interviews were conducted and two
suspects were arrested. It was also learned that the third suspect was
attempting to gather funds to flee the country. With assistance from the Daly
City police department, a task force was created to track the suspect and to
watch known family residences. The suspect was apprehended when he attempted
to solicit money from a family member in Daly City. [Lt. Jerry McCarthy, USPP,

94-635 - Great Smokies (North Carolina/Tennessee) - Homicide
Around 8 p.m. on November 6th, visitors reported a vehicle over the embankment
at a popular overlook on the Gatlinburg bypass. Responding rangers found a
late model Jeep Cherokee and one male occupant, K.J.L., 33, of
Sevierville, Tennessee, who was pronounced dead upon arrival at the University
of Tennessee Hospital in Knoxville. The ensuing investigation was headed by
park criminal investigator Bill Acree and included officers from the FBI,
Sevierville police department, Sevier County sheriff's office, Tennessee Bureau
of Investigation and the district attorney general's office. On November 7th,
Brett Rae, 25, also of Sevierville, was arrested and charged with first degree
murder. Rae was to be arraigned on November 7th. [CRO, GRSM, 11/8]
94-636 - Arizona Memorial (Hawaii)- Arrest of Car Clouting Suspect
Early this week, rangers and Naval Criminal Investigative Service agents
arrested a female for breaking into a visitor's vehicle in the park's main
parking lot. The arrest was made during a joint surveillance of the area for a
suspect who had broken into numerous Ford Aerostar vans in recent weeks. The
suspect was observed breaking into a Ford Aerostar while holding an infant in
her arms. Upon arrest and subsequent search, agents and rangers located items
from other such burglaries and thefts from both the park and the Honolulu area.

94-637 - Zion (Utah) - BASE Jumping Arrests
On the afternoon of November 6th, four people were caught BASE jumping off
of Angel's Landing in Zion Canyon. Acting on a tip from Lew Hansen, a
park maintenance employee, rangers Fred Hoeger, Shawn McNally, Beth Martin and
Ed Dunlavey responded to the area and contacted M.H., P.M.,
F.L.P., and M.M. After multiple interviews, the four
admitted to the jump and were cited under 36 CFR 2.17 (a)(3), air delivery by
parachute. The jumpers subsequently led rangers to four separate locations
where their equipment had been stashed. All equipment was seized pending court
appearances, where forfeiture will be pursued. [David Buccello, Acting CR,
