INCIDENTS

94-645 - Rock Creek (District of Columbia) - Oil Spill 

On November 11th, about 3,000 gallons of heating oil were spilled from the
University of the District of Columbia (UDC) power plant into the storm water
system which drains into Soapstone Run.  A half mile length of the creek was
affected by the spill, but the extent of resource damage is as yet unknown.  It
appears the spill resulted from negligence in transferring oil from one tank to
another.  Clean-up is being conducted by a contractor hired by UDC, which is
also liable for most NPS response costs associated with the spill under the Oil
Pollution Act.  Enforcement actions for violating the Clean Water Act (33 USC
1311) may also be pursued.  [Einar Olsen, RCR, RAD/NCRO, 11/16]

94-646 - Shenandoah (Virginia) - Drug Arrests

On November 15th, rangers concluded a two-month-long undercover investigation
of illegal drug use and distribution involving concession employees at Skyland
Lodge.  Based on information and evidence obtained by undercover officers, five
felony and one misdemeanor warrants were obtained.  Four of these were executed
on the 15th.  At least 11 individuals are being charged, some on multiple
counts.  Several consent searches were conducted which lead to the seizure of
numerous items of paraphernalia, small quantities of drugs, and burglary tools. 
The investigation was led and coordinated by Central District investigator Tim
Alley; the undercover work was conducted by an NPS investigator from another
park and by Park Police officers.  The names of those arrested are being
withheld at this time.  Additional leads developed during the operation are now
being pursued in a joint effort with state and local drug units.  [Tim Alley,

1) Live Traps - An number of excess Sherman live traps for small mammals will
be available for field studies in parks after June, 1995.  If you have a

MEMORANDA

"Government-Wide Personnel Services Customer Satisfaction Survey to be
Administered in November", from Personnel Officer, WASO, to all bureau
employees.  The text of the memorandum follows:

"Personnel Specialists from a number of Federal agencies, working together with
union representatives, recently created a Personnel Services Customer Survey. 
The Government-wide survey will be distributed to all 22 major departments and
a number of small agencies.  The survey is designed to assess the satisfaction
Federal employees have with the personnel services they currently receive.  The
survey results will indicate where personnel services are weak, and identify
additional services employees would like to be provided.  Another goal of the
survey is to identify Federal agencies that excel in providing personnel
services, allowing other agencies to benchmark their services against 'the best
in the business.

"The Office of Personnel Management (OPM) is responsible for administering the
survey, which will be mailed to a random sample of Federal employees, drawn
from OPM's Central Personnel Data File.  The survey is scheduled to be sent out
in November, and you may be one of the participants chosen.  In this time of
Government reinvention, the survey provides an excellent opportunity for
employees to directly impact the personnel services they receive.  If selected,
be sure to make your voice heard."
