In conformance with Presidential Proclamation, all flags Servicewide are to be
lowered to half staff today, December 7, 1994, for Pearl Harbor Remembrance
Day.  Flags should be returned to full staff tomorrow morning.

RESOURCE MANAGEMENT

Yellowstone (Wyoming) - Interagency Bison Management Operations

Over the past decade, increasing numbers of bison have been migrating out of
the park, primarily during the winter, which has caused concern on the part of
the State of Montana and the Department of Agriculture's Animal Plant Health
Inspection Service (APHIS) about the possibility of wild bison spreading
brucellosis to domestic cattle.  Pending the completion of a bison management
EIS, the agencies involved are currently operating under an interim bison
management plan, which provides for the park staff to assist in bison
management operations outside the park.  When certain criteria are met -
pertaining to public safety, private property damage, or interaction with
livestock - the Montana Department of Fish, Wildlife, and Parks is authorized
to destroy and remove bison.  In recent weeks, members of the park's special
operations team have assisted Montana game wardens during bison shooting
operations in the West Yellowstone area.  On November 3rd, teams of wardens and
rangers shot nine bison; on November 16th, eight bison were shot; on December
2nd, ten bison were shot.  The carcasses were salvaged by member tribes of the
InterTribal Bison Cooperative, which participates in the operations under a
cooperative agreement.  Shooting operations have so far occurred without
incident.  With the park bison population estimated to be at a record level of
over 4,000 animals, and with many bison already poised near the park boundary,
more management operations are expected.  [Mike Murray, YELL]

requesting more than one copy should place a single order rather than submit

2) Contacting Uniform Contractor - R&R Uniforms is receiving a very heavy
volume of phone calls requesting that staff there verify receipt of faxed
orders.  The calls are significantly hindering their ability to key-in and
process employee orders in a timely fashion.  Most telefax machines will verify
transmissions after they are sent.  Please use your fax machine's confirmation
message as verification that an order was received.  By reducing incoming phone
calls, you can assist R&R in more efficiently processing your order. [Bill
