INCIDENTS

94-663 - Wrangell-St. Elias (Alaska) - Hunting Violations

On November 23rd, a summons was issued to J.R.L., 30, of Valdez,
Alaska, for three game violations and two counts of Lacey Act violations
stemming from a hunting trip which took place in the preserve on September 6th
and 7th.  Acting on a tip from an air taxi operator, rangers initiated an
investigation into possible illegal activities associated with the taking of a
Dall sheep and a moose within the preserve.  Search warrants were obtained and
served last month on J.R.L.'s residence, the residence of Dr. A.E.,
J.R.L.'s hunting partner, and a local taxidermist shop.  Investigators
learned that J.R.L. had failed to salvage meat from both animals.  Wanton
waste statutes in Alaska require the salvage of all consumable meat, and
mandate that the meat be removed from the field before the horns or antlers. 
The Lacey Act charges were also based on these violations.  J.R.L. was
arraigned in federal district court on December 6th.  [Jay Wells, CR, WRST,

94-664 - President's Park (D.C.) - Special Event 

Early yesterday evening, President and Mrs. Clinton signalled the opening of
the 1994 Christmas Pageant of Peace by turning on the more than 10,000 lights
of the National Christmas Tree at the Ellipse in President's Park.  The
ceremony was the culmination of months of effort by over 100 NPS employees, the
Pageant of Peace Committee, and members of the United States Secret Service and

OPERATIONAL NOTES

1) Special Directive Issued - Special Directive 94-5, "Aerial Capture,
Eradication, and Tagging of Animals (ACETA)", has been released and is now in
effect.  This special directive, which was prepared by the WASO Wildlife and
Vegetation and Fire and Aviation Management Divisions, establishes National
Park Service policy and provides operational guidelines on aerial capture,
eradication and tagging of animals in the NPS.  The purpose of the special
directive is to delineate programs and/or activities for which mandatory
training and certification is required for NPS personnel.  [Mike Coffey,

2) Partnership Award Submission Deadline - Please note that nominations for the
Partnership Leadership Award are due to your Regional Director (if you are in a
park), or to the Deputy Director (if you are in the Washington Office), by
