INCIDENTS
95-06 - California Parks - Storm Impacts
The severe storms that have been raging over northern California since late
last week have had significant impacts on two parks:
* Lava Beds - The park reports winds yesterday of 65 mph, with gusts to 80
mph. These winds have downed many trees and heavily damaged the roof of
a seasonal apartment building. The campground has been closed due to
tree damage. At the time of the report, one of the park's Mission 66
houses was threatened by a tree that had almost completely fallen over.
Electricity and phones were out.
* Lassen Volcanic - Extremely high amounts of snow and rain have been
falling at the park since last Friday. On January 8th, eight inches of
rain fell on top of three feet of snow in the headquarters area, which is
at 5,000 feet elevation. The building's basement, which contains the
park's archives, recent records and supplies, is flooded to a depth of
three feet and is being pumped. An estimated five feet of snow has
fallen at the 7,000 foot level since the storm began, and more is
expected.
Severe weather is forecast for the area for the rest of the week, with no break

OPERATIONAL NOTES
1) Law Enforcement MOU with BLM - On December 20th, Southwest Regional Director
John Cook and BLM State Director Bill Calkins signed a memorandum of
understanding (MOU) covering law enforcement activities between the two
agencies. The MOU provides for mutual assistance, cooperative protection
activities, and law enforcement authority in each others' jurisdictions
throughout the state of New Mexico. This is believed to be one of the first
agreements of its kind between the NPS and BLM on a statewide basis. [Sal
