INCIDENTS
94-695 - Lassen Volcanic (California) - Follow-up on Burglary Arrest
T.S., who was arrested by rangers on December 29th for breaking into
two buildings at Manzanita Lake, has plead guilty to second degree burglary.
He was sentenced to 114 days in federal prison (having already served 36 while
the court case was in progress) and three years of probation. He was also
ordered to pay the park for damages and barred from entering any NPS areas

95-47 - Independence (Pennsylvania) - Theft Arrest
On January 23rd, rangers arrested L.W., a local homeless person, for
theft of government property. L.W. had removed three brass grates, each
weighing in excess of 150 pounds, from the base of the fountain located on the
south end of the Judge Lewis quadrangle and loaded them into a shopping cart.
Bike patrol ranger Jim Stephens, assisted by ranger Aaron Minor, arrested wise
as he was pushing the cart across 6th Street, heading for a local metal
recycling establishment. L.W. plead guilty to theft of government property the
next day, and was placed on probation. It was also learned that L.W. was on
probation from the city of Philadelphia for myriad previous offenses. His
probation officer was notified and advised of L.W.'s federal offense. The
estimated value of the three brass grates was placed at $7,200. [CRO, INDE,

95-48 - Joshua Tree (California) - Assist on ARPA Arrest
On January 24th, rangers Jeff Ohlfs and Colin Smith were on a field trip to a
Cahuilla Indian village site as part of an ARPA training course when they and
the other 41 state and federal officers on the trip came upon two men illegally
collecting pot sherds from the ancient village, which is on private land.
Since the two rangers possessed state peace officer authority, they held the
suspects - S.I., 37, and B.M., 44, both of La Quinta - and
coordinated the investigation until the on-duty BLM ranger could arrive. The
two men were charged in California court for ARPA violations and possession of
a concealed handgun. [CRO, JOTR, 1/31]
RESOURCE MANAGEMENT
Yellowstone (Wyoming) - Update on Bison Management Operations
Since the last update (January 6th), rangers have assisted Montana Department
of Fish, Wildlife and Parks game wardens with bison control operations on nine
occasions, all of them just north of the park boundary in the Reese Creek area.
Ninety bison that had migrated out of the park on to private ranch land have
been killed, bringing the total number of bison eliminated by management action
this winter to 189. Bison migrating out of the park are considered by state
and federal livestock agencies to pose a threat of transmitting brucellosis to
cattle. The majority of the bison carcasses from recent operations were given
to tribes that are members of the Intertribal Bison Cooperative. Three
carcasses - two from wounded bison that were ultimately put down in the park
and one from an emaciated cow bison killed outside the park - were added to the
road-killed wildlife that are being uses as the food supply for the wolf
restoration program. At present, there are almost 100 more bison within a
short distance of the park's northern boundary. [Mike Murray, ACR, YELL]

Foresters. The society will conduct a two-part videoconference on
these two days which will be broadcast nationally. The
videoconference will examine the evolving concepts of biological
diversity, conservation biology, ecosystem dynamics, ecological
restoration, and ecosystem management. The objective of the
session is to further define these concepts. Presentations will
include lectures, panel discussions and participant interaction by
