INCIDENTS
95-50 - Baltimore/Washington Parkway (D.C.) - Resource Violation Settlement
On January 9th, the Howard Johnson Corporation paid $38,000 in restitution to
the National Park Service for damages and reforestation as a result of an
encroachment along the parkway. Numerous trees had been cut down along the
parkway to improve the visibility of a Howard Johnson hotel sign and the
hotel's buildings from the road. Park and regional office rangers conducted an
investigation and identified the park's boundary. The regional solicitor's
office conducted lengthy negotiations with the hotel in order to get them to

95-51 - Grand Canyon (Wyoming) - Assault with Serious Injury
At 1 a.m. on Saturday, February 4th, South Rim rangers responded to a report of
an assault victim who had been beaten with a baseball bat and found 23-year-old
J.S. of Tusayan semi-conscious and suffering from multiple lacerations
and contusions on the head and back. Advanced life support was provided and he
was taken to Flagstaff Medical Center, where he was diagnosed as suffering from
facial fractures. Rangers determined that J.S., who had a blood alcohol
content of .30, had assaulted 41-year-old V.C.-L. in her home
after she refused his sexual advances. T.H., V.C.-L.'s 20-year-
old son, then began fighting with J.S. and struck him several times with a
baseball bat. T.H. may be prosecuted by the county for aggravated assault.

OPERATIONAL NOTES
1) Harry Yount Award - Posters announcing the 1995 Harry Yount award for
excellence in "rangering" have been sent to all areas. The call for nominees
for this year's award was made by the Director in late December. The
Servicewide Yount award, which is made possible by a gift from the New York
Times to the National Park Foundation, is presented annually to one of the
regional Yount award winners. The first award was given by President and Mr.
Clinton and Secretary Babbitt at a White House ceremony last summer. The award
is given to the individual whose overall impact, record of accomplishments and
excellence in traditional ranger duties has created an appreciation for the
park ranger profession on the part of the public and other members of the
profession. The award is also intended to foster high standards of performance
among rangers; promote a responsive attitude towards public service; enhance
the public's appreciation of the ranger profession; build esprit de corps
within ranger ranks; and further the spirit of the art and science of
"rangering." Regional Yount award winners receive a walnut plaque with a metal
etching of William Henry Jackson's 1874 photo of Harry Yount and a $1,250
honorarium. The national winner also receives a bust of Yount and a $2,500
honorarium and will be recognized in Washington during National Park Week (May
22 - 28, 1995). For further details, contact your regional chief ranger.
2) Correction - Monday's calendar section carried a listing for a seminar on
"Leadership in Revolutionary America" to be offered at several historic sites
in Virginia this summer. We have learned that the course is open only
elementary school teachers.
