INCIDENTS

93-597 - Badlands (South Dakota) - Follow-up on Reported Armed Robbery 

On August 14, 1993, seasonal fee collector N.I. told rangers that she
was counting fee receipts in the Pinnacles ranger office at the end of her
shift when a person wearing a mask and dark leather jacket opened the door to
the office, ordered N.I. to keep her head down, took $9,955.50 which she had
been counting, then quickly left the building.  An investigation was begun into
the theft by the park, the county sheriff's department and the FBI, and N.I.
was subsequently charged with theft of government property.  On February 8th,
N.I. was convicted on that charge.  No sentencing date has yet been set.  An
operational note: The safes in use at that time have been replaced, and
individual fee collectors no longer have access to other receipt funds.  [John

94-172 - Lake Meredith (Texas) - Follow-up on Homicide

T.E.F., Jr., 26, of Amarillo, was charged on a two-count indictment
filed in federal district court on February 9th.  The first count was a murder
charge, which stemmed from the death of T.E.F.'s brother-in-law, Billy Dean
Bratcher, on April 9, 1994.  The second count was for escaping from the custody
of FBI agents.  T.E.F. had agreed to record conversations with others who may
have conspired in Bratcher's murder, but got nervous while carrying out the
assignment and fled.  He was arrested on January 24th in Sacramento,
California.  T.E.F. is scheduled to appear in federal court in Amarillo this
week.  Bratcher's drowning was originally reported as an accident.  [CRO, LAMR,

95-56 - Saguaro (Arizona) - Resource, Drug Arrests

On January 30th, maintenance worker Steve Sneed saw 32-year-old T.A.
removing cactus skeletons near Golden Gate Road in the Tucson Mountain
District and advised rangers.  Ranger Laura Hiatt responded and pursued
T.A. at high speeds for ten miles before getting her to stop.  T.A.
resisted arrest and attempted to flee on foot.  Over 75 pounds of cactus
skeletons and parts were found in the back of her truck; methamphetamine and
drug paraphernalia were discovered in the cab.  T.A. is currently in
federal prison awaiting a detention hearing.  She will be indicted on charges
of possession of stolen property, felony flight, and possession of controlled
substances and drug paraphernalia.  [Paula Rooney, CR, SAGU, 2/9]

95-57 - Horseshoe Bend (Alabama) - Poaching Arrests

Late on the evening of January 31st, ranger Harry Cook heard shots fired in the
park and subsequently came upon a vehicle parked along the roadside and two men
standing at the edge of the woods.  B.F. of Ohatchee, Alabama, was
contacted, but E.S. of Oxford, Alabama, fled into the woods with a
shotgun.  Cook, chief ranger Dwight Dixon and local deputies began a search for
E.S. and apprehended him within an hour.  Both men were arrested and charged
with multiple resource violations, including poaching a doe out of season. 
Federal fines in excess of $900 were issued; state charges are still pending. 
E.S. has a lengthy felony record.  [Dwight Dixon, CR, HOBE, 2/10]
