INCIDENTS
91-xx - Shenandoah (Virginia) - Follow-up on Armed Confrontation
On June 19, 1991, rangers and Park Police, state and county officers were
involved in an armed standoff with T.S. at Big Meadows campground
and along Skyline Drive. T.S. had failed to comply with a mental detaining
order and employed a handgun to prevent officers from taking him into
protective custody. The confrontation lasted about 14 hours. On February 7th,
T.S. was sentenced in federal court to 13 months in prison after pleading
guilty to charges of assault on a federal officer and being a felon in
possession of a firearm. T.S. will be incarcerated in a federal prison in
North Carolina, where he will resume mental health counseling. [Tim Alley, CI,

92-xx - Chaco Culture (New Mexico) - Follow-up on ARPA Case
On February 3rd, S.A.M. of Colorado Springs pled guilty to a
misdemeanor ARPA violation (16 USC 470) in federal district court. S.A.M. was
arrested for removing a ceramic artifact from the park's backcountry on April
7, 1992. A pre-trial diversion was granted whereby S.A.M. was to pay $1,000 in
restitution. After making just over $300 in payments, she dropped out of the
program and was subsequently indicted by a grand jury. S.A.M. paid off the
balance of her restitution on February 3rd. Sentencing is scheduled for March.

95-57 - Horseshoe Bend (Alabama) - Follow-up on Poaching Arrests
E.S. and B.F., who were apprehended for poaching in the park on
February 13th, each pled guilty to night hunting and taking a deer out of
season. They received identical sentences - $900 federal fines, $500 state
fines, court costs, suspension of hunting privileges, ten-day jail terms,
forfeiture of weapons, and possible forfeiture of their vehicle. [Dwight

95-68 - Yosemite (California) - Structural Fire
Maintenance workers spotted a fire in the kitchen of a 60-year-old park
residence early on the afternoon of January 25th. An employee attacked the
fire with a garden hose until park and concession engines arrived a few minutes
later. The three engine companies were able to extinguish the fire fairly
quickly. Damage to the structure and its contents was limited to about $9,000,
largely due to the quick action of the maintenance employee and the rapid
response of the engine companies. Investigation indicates that work crews in
the residence had placed a tarp over a kitchen counter, that the weight of the
tarp had activated a toaster switch, and that the overheated unit had
eventually caused the counter to ignite. [Brian Smith, YOSE, 2/14]
95-69 - Lake Meredith (Texas) - Assist; Felony Arrest
A Deaf Smith County fugitive and his wife were arrested by rangers on February
9th. L.W., who was being held for a probation violation in Hereford,
Texas, escaped from custody while at a dental appointment and fled in a car
driven by his wife, A.W., on February 6th. Three days later, A.W.
approached two park visitors at the Lower McBride area and asked for assistance
with her disabled vehicle. L.W. was evidently hiding in the bushes at
the time. Rangers were eventually notified of the disabled vehicle; ranger
Mark Foust responded, quickly identified the W.s, and arrested them. L.W.
was still wearing handcuffs. The Lower McBride area is fairly remote and
accessible by seldom travelled roads. Indications were that the W.s had
been in the area for some time. L.W. was on probation following release from
prison, where he was incarcerated for an assortment of offenses, including
assault, vehicle theft and evading arrest. [CR, LAMR, 2/15]
95-70 - Hawaii Volcanoes (Hawaii) - Assist; Felony Arrest
On February 9th, R.B., 43, a convicted murderer, escaped from the
minimum security prison at Kulani. R.B. showed up at a store just outside the
park the following day, called county police, and said he wanted to surrender.
County police asked rangers to make the arrest and hold R.B. until they
arrived. R.B. was waiting with his hands in the air when rangers and DEA
agents arrived. He was arrested without incident and turned over to county

95-71 - Yosemite (California) - Drug Arrests
On January 21st, rangers Cameron Sholly and Chris Pergiel stopped a vehicle
that had been identified as one associated with transport and sales of illegal
drugs. Both the driver and passenger were arrested for driving under the
influence; the driver was also arrested for possession of drugs when a search
of the subjects and vehicle led to the discovery of methamphetamines, cocaine
and marijuana, all packaged for sale. [Brian Smith, YOSE, 2/14]
