OPERATIONAL NOTES
1) Fraudulent Solicitation - Parks should be aware of a firm from Hamburg,
Germany that has been sending requests for information to public agencies in
the Pacific Northwest. The form looks like the standard request many areas
receive asking for updated information on campgrounds and facilities, and
states that the information will be used in a "travel guide." Several NPS and
Forest Service units have responded to the requests, only to receive a bill
several weeks later asking for $900 for the "advertisements." The fine print
at the bottom of the request form states: "The inclusion of an advertisement
is liable to pay costs." Elsewhere it says that "the order will be prolonged
every year by another edition unless notice to terminate is given by registered
letter three months before the end of the calendar year. No provision is made
for retrospective cancellation. The charge will be 1237 German Marks." For
contract interpretation it says: "The contract is interpreted pursuant to the
laws of the competent jurisdiction. The place of jurisdiction is as per
contract the address of the editorial firm." This firm is very tenacious and
has responded to several letters trying to cancel the "ad" with demand payment
statements. Parks in the Northwest are working with the Solicitor's Office in

2) HazMat Training - The Environmental Response, Planning and Assessment Unit
of the Environmental Quality Division, WASO, would like to receive expressions
of interest from all NPS areas regarding "Oil Spill and Hazardous Materials
Response Training" above the HAZMAT Level 2 (Operational Level). The
expressions of interest should identify the number of individuals nominated for
the training as well as the appropriate level. Levels will include HAZMAT 3 -
Technician, HAZMAT 4 - Specialist, and HAZMAT 5 - Incident Command. More
details will be forthcoming as the program progresses. The success of this
program rests upon the Park Services' interest, involvement, and committment in
oil and hazardous materials response training. This is only a request for
expressions of interest and not a formal announcement of any training
opportunity. Training opportunities will be announced in the near future.

responses are to be directed to Mr. Ernest K. Ralston, P.G., Oil and Hazardous
Materials Emergency Response Coordinator-WASO by close of business on March

House Energy and Natural Resources' Subcommittee on National Parks, Forests and
Lands [Hansen]: Hearing on H.R. 629, a bill to authorize the Secretary of the
Interior to participate in the operation of certain visitor facilities
associated with, but outside the boundaries of, Rocky Mountain National Park.
