INCIDENTS
94-622 - Delaware Water Gap (Pennsylvania/New Jersey) - Follow-up on Fraud
On March 16th, a federal judge in Scranton sentenced J.M.M. to a year's
probation for impersonating an Army colonel during ceremonies featuring retired
General William Westmoreland that were held in the park at Smithfield Beach on
October 22, 1994. J.M.M. was also ordered to undergo psychiatric counseling
and to turn over to the FBI any uniforms and military identification cards in
his possession. J.M.M. has spent most of his time since his arrest in either a
psychiatric ward in East Stroudsburg or at a Catholic halfway house in

95-89 - Grand Canyon (Arizona) - Follow-up on Storm Damage
The South Kaibab and Bright Angel trails from the South Rim to the Colorado
River will open to foot and stock traffic on Friday, weather permitting. The
Indian Garden and Bright Angel campgrounds will also open tomorrow. The
tentative opening date for Phantom Ranch lodge is now April 15th. Mule trips
to the lodge will not begin until then, but one-day mule trips to Plateau Point
will resume on April 1st. Although work will continue on trails, pipe lines
and draining of the park landfill, the incident management team will be
released on Friday to return home. There are 152 people currently assigned to
the Canyon Flood incident. [GRCA, 3/22]
95-114 - Sleeping Bear Dunes (Michigan) - Snowmobile Pursuit; Arrests
On March 3rd, rangers and a state conservation officer attempted to stop three
snowmobiles being operated illegally within the park. During the pursuit, one
snowmobile twice went airborne across a road, missing the conservation
officer's truck by one or two feet. Although the snowmobilers escaped, an
investigation led to the identification and arrest of two men on numerous state
charges and the seizure of two snowmobiles. The two men and a third suspect
were also charged with a number of federal violations. A recision of state law
now makes it legal to operate snowmobiles in Michigan without registration
numbers. The park and other agencies have since noted a dramatic increase in
illegal snowmobiling incidents. [Bob Saddler, Acting CR, SLBE, 3/22]
