INCIDENTS

95-126 - Shenandoah (Virginia) - Poaching Conviction

On November 19, 1994, rangers Jensen and Woosley discovered a tree stand within
the park; below it was a cleared out area in which a powdered, chemical
attractant, known locally as "deer cocaine," had been sprinkled.  A
surveillance of the stand was initiated and at daybreak the following day a man
dressed in camouflage with a rifle was seen in the stand.  The man,
subsequently identified as W.H., was charged with hunting in the park,
possession of a loaded weapon, and destruction of natural resources.  The local
game warden, who was called in to assist, also charged W.H. with hunting over
bait and hunting without required blaze orange apparel.  On January 12th, W.H.
plead guilty to all charges in federal magistrate's court; he was fined a total
of $750 and was banned from entering the park for two years.  On January 17th,
W.H. plead guilty to all charges in state court and was fined a total of $275.
Rangers coming upon tree stands in or near their parks should look closely at
areas within shooting distance of the stand.  Heavily used animal paths into
the area, as well as heavily trammeled and pawed areas, are a good sign that
bait of some form may have been used.  Chemical baits come in many forms; while
actual powders and bait blocks may not be readily visible, rangers should know
that these chemicals leech into the soil and will continue to attract animals

Washington, DC.  Commemoration of Douglass' death with symposium at
the Library of Congress, followed by a tour of his home and a
reception.  The symposium will feature presentations by three
leading scholars in the field of African-American studies - William
McFeely, David Blight and Waldo Martin - and will be held from 9
a.m. to 4:30 p.m. in the west dining room, sixth floor, Madison

4/13 -- Thomas Jefferson Birthday, Jefferson Memorial, Washington, DC.

4/29* -- John Muir's 157th Birthday, John Muir National Historic Site,
Martinez, CA.  12 to 4 p.m.  The event will feature bagpipe bands
and Highland dancers.  Contact: JOMU, 510-228-8860.

7/1-7/4* -- Grand Opening and Dedication, Steamtown National Historic Site,
Scranton, PA.  The park will celebrate its grand opening over the
four day period.  Dedication of a new visitor center, theater,
history museum, technology museum, and excursion platform, as well
as the rehabilitated historic roundhouse and oil house, at 1 p.m.
on Saturday, July 1st.  Weekend activities include the arrival of
"guest" steam locomotives, special excursions, living history
demonstrations and musical performances.  Contact: STEA.

7/29* -- Waterlily Festival, Kenilworth Aquatic Gardens, Washington, DC.  11
a.m. to 3 p.m.  The festival highlights the peak blooming season of
the waterlilies and lotus.  Ranger-led garden walks will be
scheduled throughout the day, and entertainment will be provided.
