INCIDENTS
95-218 - Congaree Swamp (South Carolina) - Death of Superintendent
T.P., 43, recently named superintendent of Congaree Swamp, was
killed in a car accident near Centralia, Illinois, on the evening of Friday,
May 12th. T.P. was on her way back to Atlanta after picking up one of her
college student sons, To.P., at Washington University in St. Louis. Police
sources said that T.P. was driving when her vehicle scraped a median wall
on I-64, then veered off the road, rolling several times. Police speculated
that she might have fallen asleep at the wheel. To.P. was injured in the
accident, but is expected to be released from the hospital soon. Trish began
her NPS career as a temporary clerk-typist in Southeast Regional Office and
rose quickly through the ranks to one of the region's top science positions.
Over the past few years, she was responsible for monitoring and inventorying
natural resources in Southeast Region parks, working closely with universities
and other federal and state agencies. She is survived by her husband, D.R.,
a professor of public policy at Georgia Tech, and by three sons -
R., 21, and twins To. and K., both 19. Funeral services will be held
Thursday at 11 a.m. at Northwest Presbyterian Church in Atlanta. The family
asks that remembrances be sent in lieu of flowers to the Galloway School in
Atlanta, which her sons attended and where she was active in the PTA. Cards

95-219 - Dinosaur (Colorado) - Rescue
While participating in a river concession orientation trip sponsored by the NPS
on May 8th, a 32-year-old man from Salt Lake City fell and sustained a severe
fracture and dislocation of his left ankle. The leg was splinted and the
victim was carried a mile and a half down a steep riverside canyon to the Pot
Creek River camp by river runners, commercial river guides, and park rangers.
The effort was hampered by rain, rough terrain, poor radio communications, and
darkness. The patient was placed in a tent until the morning, then flown out
by OAS contract helicopter to an ambulance in Vernal, then driven to Salt Lake
City. Pins, a plate and screws were needed to repair a fractured fibular and
dislocated tibia. [Dan Moses, DINO, 5/15]
95-220 - Lake Meredith (Texas) - Drowning
On the afternoon of May 13th, B.L.P., 52, of Amarillo, was sitting on
the port gunnel of a 21-foot sailboat when a gust of wind caught the sail,
causing the boat to heel hard to port. B.L.P., who was not wearing a life
jacket, fell overboard; although the boat's operator threw him one, B.L.P. did
not see it in the foot and a half whitecaps. By the time the operator was able
to lower the sail and come around on auxiliary power, B.L.P. was in serious
trouble. The operator was unable to pull him on board, so he tied a rope onto
B.L.P. and towed him to another boat, where he sought assistance. CPR attempts
were unsuccessful. Alcohol was a contributing factor. [CR, LAMR, 5/15]
95-221 - Mammoth Cave (Kentucky) - Attempted Assault on Rangers
Rangers James Blanton and David Alexander were conducting drug eradication and
off-road vehicle use investigations in a backcountry area of the park on the
afternoon of May 14th when they heard a vehicle approaching. Blanton stepped
into the path of the approaching three-wheel ATV, which was being driven by a
white male in his early 20s, then identified himself and ordered the driver to
stop. The driver reacted by accelerating and heading the ATV toward Blanton,
screaming incoherently and waving a big stick as he came. Blanton drew his
weapon and repeatedly ordered the driver to stop. Although there was
sufficient space for him to stop or swerve to the side, the driver continued to
head directly for Blanton. Blanton leaped out of the way. Alexander then
attempted to stop the driver, but also had to move when the driver attempted to
run him down. Blanton and Alexander chased the ATV on foot, but were not able
to keep up. Further efforts to find the driver proved fruitless. Sketches of
the driver have been prepared and distributed to local agencies, and the
investigation is continuing in cooperation with local authorities, the FBI and
the U.S. Attorney's Office. [Phil Veluzat, CR, MACA, 5/15]
95-222 - Colonial (Virginia) - Drug Arrest and Seizure
Ranger Jim Redford stopped to check an unattended vehicle along Colonial
Parkway on May 9th and encountered J.K., 25, of Williamsburg,
Virginia, as he came out of an adjacent wooded area. Redford's observations
led him to believe that J.K. had been planting marijuana in the area. An
investigation led to the discovery of eight small plants, which J.K. said
he'd just planted. He was arrested and the plants were seized. [Jim Burnett,

95-223 - Baltimore & Washington Parkway (Maryland) - MVA with Fatality
The driver of a small truck was killed when he lost control of his vehicle and
struck a tree in the early hours of May 14th. The vehicle burst into flames
upon impact and was consumed in the fire. [Bill Lynch, Acting RLES, NCRO,

OPERATIONAL NOTES
1) Violation Notices - The Service's Brentwood storage facility in Washington,
D.C., has run out of violation notices. No funds are currently available to
print new ones; parks and regions are accordingly asked to share existing
inventories until a solution to this issue can be found. [Bob Marriott,

protection of wild horses within Ozark National Scenic Riverways and prohibit
removal of such horses; H.R. 826, to extend the deadline for completion of
certain land exchanges involving Big Thicket National Preserve; H.R. 1508, to
require the transfer of title to the District of Columbia of certain real
property in Anacostia Park to facilitate the construction of National
Children's Island, a cultural, educational and family-oriented park.
