INCIDENTS

95-583 - Puerto Rico/Virgin Island Parks - Hurricane Luis

Hurricane Luis, now with maximum sustained winds of 140 mph, was about 320
miles east-southeast of San Juan, Puerto Rico, at 5 a.m. this morning.  Luis is
now a Category Four hurricane of about the same strength as Hurricane Hugo in
1989.  The hurricane has slowed down and is now moving toward the west at about
nine mph.  A gradual turn to the west-northwest is expected later today. 
Hurricane force winds extend outward up to 125 miles from the center, and
tropical storm force winds extend outward up to 200 miles.  Winds at Antigua in
the Leeward Islands were reported at 76 mph this morning.  Hurricane warnings
are now in effect for the islands of the northeast Caribbean from Dominica to
Puerto Rico.  Tropical storm force winds are expected in the Virgin Islands
this morning.  The governments of both territories have implemented emergency
operations plans, as have parks in the two areas.  The forts at San Juan were
closed yesterday and will remain closed through today.  All employees have been
given administrative leave, and have been advised to call in tomorrow morning

95-584 - Everglades (Florida) - Special Event

Former President George Bush fished the waters of Florida Bay during the Second
Annual George Bush Bonefish Tournament on August 22nd and 23rd.  The tournament
raised an estimated $40,000 for the Everglades Trust, a private fund used for
restoration of the greater Everglades ecosystem.  Rangers assisted the Secret
Service with security throughout the event.  [Dave King, DR, EVER]

95-585 - Obed (Tennessee) - Special Event

Freshman Congressman Zach Wamp (R-TN) visited the park on August 17th.  The
congressman visited the proposed Lilly Bluff overlook, where he was greeted by
county officials, former landowners, park neighbors, and representatives from
businesses, conservation groups and whitewater, rock climbing and horse riding
clubs.   The congressman said that park's natural beauty needed to be
preserved, vowed his support toward this end, and promised to return in April

6) SITUATION - Initial attack increased in most areas over the weekend.  Large
fires are reported in the Northwest, northern Rockies, and northern California. 
Large fires occurred but are being contained in southern California, Great
Basin and the East.  Resource mobilization accelerated through the weekend.  A
Type II team in the South is on alert to support areas affected by Hurricane
Luis.

7) OUTLOOK - Fire activity is expected to continue due to thunderstorm activity
and detection of holdover fires.

Senate Energy and Natural Resources Committee (Murkowski): Hearing on S. 309,
National Park Service Concessions Policy Reform Act of 1995, S. 964, to amend
the Land and Water Conservation Fund Act of 1965 with respect to fees for
admission to units of the National Park System, and S. 1144, to reform and
enhance the management of the National Park Service.
