INCIDENTS
95-620 - Virgin Islands - Follow-up on Hurricane Marilyn
Six generators were installed yesterday, and the visitor center roof at Cruz
Bay on St. John was temporarily repaired. Christiansted employees are now back
to work, and Christiansvaern fort may open to visitors soon. A ton of supplies
was sent to St. Croix yesterday. All NPS employees in the Virgin Islands have
now received an initial $200 from the Eastern National Hurricane Marilyn Relief
Fund. Additional funds will be distributed based on need. ENP&MA reports that
individual and park donations are beginning to flow into the fund. The current
IMT will be departing on Friday and will be replaced by a new team under IC Bob

95-653 - Jean Lafitte (Louisiana) - Follow-up on Hurricane Opal
As of 8 a.m. this morning, Hurricane Opal was 185 miles west of Merida, Mexico,
and heading west at three miles per hour. A turn to the northwest is expected
today. Maximum winds are near 75 mph. Only limited visitor services are being
provided at the park. All facilities will remain shuttered and equipment
battened down and ready for immediate closure. The park will continue to
assess storm information and determine closure status on a day-to-day basis.
If the hurricane begins to track in a northerly direction, the park will be
closed and non-essential employees will be placed on administrative leave. All
communications should be directed to the park until further notice. [Steve

95-657 - Buffalo (Arkansas) - Marijuana Eradication
During the month of September, rangers located, seized and destroyed 101
marijuana plants in the park. The estimated value of the plants has been
placed at $100,000. Rangers were assisted by three local sheriffs'
departments, state police, and state game officers. [Bob Howard, LES, BUFF]
95-658 - Minute Man (Massachusetts) - Marijuana Eradication
Marijuana plants were spotted growing in the park during aerial reconnaissance
of the area with the National Guard on September 18th. Ten plants were found,
and surveillance was begun on the plot. A new electronic system developed by
Eagle Telonics was employed, and it proved to be extremely versatile and
reliable. The site was monitored for eight days, but there was no activity at
the location. The plants were pulled and destroyed on September 26th. [Flo

95-659 - Golden Gate (California) - Assist; Felony Arrest
Park Police officer Ken Blair was on patrol in the Fort Mason area when he
spotted a vehicle wanted by city police. The driver was a suspect in the rape
of a juvenile girl at Marina Green, a parcel of city property within the
boundaries of the park between Fort Mason and the Presidio. Blair stopped the
and detained the driver, who was subsequently identified as the girl's
assailant and charged with rape, false imprisonment, kidnapping and other

95-660 - Castillo de San Marco (Florida) - Sexual Assault
A male juvenile was sexually assaulted by two adult males with knives on park
grounds around 2:30 a.m. on September 30th. Rangers and St. Augustine police
have obtained a description of the assailants from the victim, and an
investigation is underway. (C. Dale, CR, CASA]

The NICC fire report was not available at the time today's Morning Report was
released.

Suffolk County, NY; H.R. 826, to extend the deadline for the completion of
certain land exchanges involving Big Thicket NP; H.R. 1129, to amend the
National Trails System Act to designate the route from Selma to Montgomery as a
National Historic Trail.

Hearing on H.R. 1342, to provide for conveyance of certain lands within the
Cook Inlet region in Alaska, for reconveyance to village corporations under the
Alaska Native Claims Settlement Act.

Senate Energy and Natural Resources' Subcommittee on Parks, Historic
Preservation and Recreation (Campbell): Hearing on S. 231, to modify the
boundaries of Walnut Canyon NM; S. 342, to establish the Cache La Poudre River
National Water Heritage Area; S. 3664, to authorize the Secretary to
participate in the operation of certain visitor facilities associated with, but
outside the boundaries of, Rocky Mountain NP; S. 509, to authorize the
Secretary to enter into agreement with the town of Grand Lake, Colorado, to
authorize the town to maintain a cemetery within Rocky Mountain NP; S. 608, to
establish New Bedford Whaling NHP in New Bedford, MA.
