INCIDENTS
95-690 - Saint Croix (Wisconsin/Minnesota) - Pursuit
On October 9th, ranger Dave Rasmussen came upon J.H., 42, at a park
wayside. J.H., who appeared to be drinking in his vehicle, immediately
left the area, driving erratically. Rasmussen followed him to another NPS boat
landing, where he saw J.H. dumping ice and an empty beer can. Rasmussen
ordered him to stop, but J.H. yelled that he wasn't stopping for anyone and
took off. Rasmussen pursued and was joined by county deputies. The chase
covered six miles of narrow country roads and reached speeds of 90 mph. During
the chase, J.H. struck a deer with his van, which eventually disabled the
vehicle. Rasmussen made a felony stop, directing J.H. at gunpoint to halt
and obey further commands. J.H. initially refused to comply, and
approached Rasmussen, saying "Go ahead and shoot me, it's all over anyway." He
talked about losing his job and wife, and implored Rasmussen to fire his
weapon. Rasmussen moved backwards and continued to order J.H. to stop.
J.H. eventually became more despondent than aggressive and allowed
Rasmussen to handcuff him without further resistance. County units took
J.H. into custody. Investigators determined that J.H. had been
drinking heavily and was suicidal. He was charged with driving under the
influence and flight from an officer and was held in custody for evaluation.
Federal charges are being coordinated with the county. [CRO, SACN]
95-691 - Voyageurs (Minnesota) - Rescue
On the afternoon of October 17th, two visitors to the Sha-Sha Resort boated
over to the park to take an eight-mile hike on a park trail. They made a wrong
turn on the trail and became disoriented; when darkness overtook them, they
decided to make camp and await daylight. The men were reported overdue just
before midnight, and a search was begun. The two were spotted from the air by
park pilot Scott Evans the following morning. They were cold, hungry and
embarrassed, but otherwise in good shape. [CRO, VOYA]
