The following memorandum was signed by the Director this afternoon:
"The possibility of a governmentwide shutdown due to the lapsing of interim
appropriations now appears high. The continuing resolution that provided
interim funding for the NPS expires tonight at midnight, November 13.
"All employees scheduled to work on Tuesday, November 14, are to report to
work. Failure to report to work will result in being charged for leave.
"If appropriations have not been provided, OMB will order the shutdown to
begin, and you will be notified to execute your shutdown plan. All non-
essential employees, regardless of funding source, will have three hours to
institute closedown procedures, secure their work areas, and depart. All
employees previously designated as essential will remain on duty. Non-
essential employees shall be verbally notified of placement into furlough
status effective November 14, 1995. If necessary, written notification will be
provided after employees return to work. This will be determined after the
appropriation issue is resolved. Do not initiate any travel on November 14
unless it is for an essential activity.
"At this time, you will execute Phase 1 of the shutdown procedures in
accordance with the attached instructions (Editor's Note: Now being sent via
the Director and all-employee bulletin boards on cc:Mail), with the following
clarifications: Non-essential personnel who are in a travel status will return
to their duty station as soon as possible. cc:Mail hub coordinators are deemed
essential until further notice.
"Questions should be directed to Field and Associate Director (office)
coordinators, in accordance with the August 31 memorandum from the Deputy
Director. Please take steps to notify all employees of this information."
