INCIDENTS
95-751 - Colorado NM (Colorado) - Car Clouting Arrests
On November 11th, the coach and members of a running team from a high school in
nearby Fruita, Colorado, parked their vehicles at the park's west entrance and
went on a training run. Upon their return, they found that the vehicles had
been burglarized and that one had been rolled into a ditch. They called 911,
and ranger Bill Row investigated. The runners described a suspect vehicle and
its occupants - a tan VW Rabbit with a female driver, three male passengers,
and a small child. When a lookout notice for the vehicle was posted, a Fruita
officer recognized the driver from her description and advised Row. During the
next few hours, Row identified, located and interviewed three of the four
suspects, obtained consent for a search of the Rabbit, and seized several items
that had reportedly been stolen from the victims. The fourth person was
identified, interviewed and arrested on an outstanding warrant the following
day. All three of the males were juveniles. All four were cited on various
federal and state charges. The total value of items stolen or damaged has been

95-752 - Bryce Canyon (Utah) - Commercial Overflight
Two helicopters flew into the park to a location near Sunset Point at dawn on
the morning of November 21st. A Bell 206B-3 outfitted with a "spectra" camera
held its position while a bungee jumper leaped off the landing gear of a Llama
SA 315 which hovered at an altitude of 900 feet above ground. The Llama then
flew out of the park with the bungee jumper dangling below. The entire
sequence was repeated shortly thereafter. The helicopters then flew to a local
landing area, where they were contacted by park staff. Plum Productions, the
filming company, had earlier contacted the park for commercial filming
information, and stated at that time that they would be filming from a
helicopter during a short fly-over. There was no mention of low level flights
or bungee jumping. The company had given the FAA office in Salt Lake City a
full description of its plans, but the FAA failed to advise the park. The FAA
has agreed to inform park staff of future requests for low altitude flights
over the park. The company was filming a commercial for a popular soft drink.

95-753 - Coronado (Arizona) - Drug Seizure
A vehicle was seen crossing the border with Mexico into the park on November
22nd. Customs agents followed it out of the park and away from the border
until the driver turned and tried to escape back into Mexico. The route was
blocked by an agent and a park ranger, however, and a pursuit ensued. The
vehicle, which had been stolen a month earlier, sustained damage and ignited a
small grass fire when it failed to negotiate a sharp turn. Although the driver
escaped back into Mexico, he abandoned 15 bundles of marijuana weighing 267
pounds and a Motorola portable radio. As the incident was coming to a
conclusion, automatic weapons fire erupted in Mexico near the location to which
the driver had fled. Smuggling across the border increased during the
government shutdown the week before the incident occurred. [Scott Sticha, PR,

95-754 - Organ Pipe Cactus (Arizona) - Drug Seizure
Rangers arrested two Mexican nationals in the park for transportation of
narcotics across the border on the evening of November 21st. A National Guard
helicopter with forward-looking infrared (FLIR) sensing devices located the
suspects; personnel aboard the helicopter detained them until Customs agents
and rangers could reach the scene. Several bundles of marijuana weighing about
35 pounds were found near the scene. Tracks at the scene matched the footwear
of the two men who were arrested. [Aniceto Olais, CR, ORPI]

1) National Park Partnership Leadership Awards - The deadline for nominations
for the awards has been extended. They are now due to the National Park
Foundation (NPF) from field directors and WASO by Monday, December 18th.

diverse partnerships working throughout the system to enhance, maintain and
support the parks and the people who care for them. The awards recognize
excellence in five categories:

* protection and visitor services; and
* beyond park boundaries.
