INCIDENTS

94-172 - Lake Meredith (Texas) - Follow-up on Homicide

On November 29th, a federal judge refused to grant a new trial to B.F.
and C.B., the mother-in-law and widow of B.D.B., both
of whom were convicted on charges of conspiring to murder him and on several
counts of mail fraud.  The two were sentenced to mandatory life terms without
parole.  The motion for a new trial was based on the recanted testimony of
T.E.F., B.D.B.'s brother-in-law and star witness for the
prosecution, who testified that he'd been offered $25,000 to kill B.D.B. and
that the drowning was his idea.  In denying the motion, the judge said that the
jury had been aware of B.F.'s conflicting accounts, yet had found sufficient
evidence to convict him.  Since there was no new evidence to bring before a
jury, a retrial was not warranted.  [Pat McCrary, Superintendent, LAMR]

95-275 - Delaware Water Gap (New Jersey/Pennsylvania) - Follow-up on Search

On the afternoon of June 1st, the park began a search for J.S., 76, who
failed to return from a fishing trip to Bushkill Falls, just outside the park. 
J.S. was suffering from Alzheimer's disease.  The search for J.S., which
lasted six days and involved 322 people from 38 agencies, proved fruitless.  On
November 25th, a hunter who lives outside the area reported that he'd found
J.S.'s fishing equipment, vest and license when hunting in the park in
October.  The hunter had attempted to contact J.S. at that time, but without
success.  He was unaware that J.S. was missing until he saw an article in the
local paper on the 25th.  The hunter took rangers and state troopers to the
area where the equipment had been found.  A second search was begun, which led
to the discovery of several articles of J.S.'s clothing and what were
subsequently determined to be J.S.'s remains.  The latter were found in the
park and just outside the original search area.  [Doyle Nelson, CR, DEWA]

95-755 - Mount Rainier (Washington) - Flooding; Partial Closure

High water caused by heavy rains and snow melt led to flooding and partial
closure of some areas of the park on November 28th.  The Paradise/Longmire area
in the southwest corner of the park received over six inches of rain in a 24-
hour period and over 15 inches of rain during a six-day period.  Rivers crested
at three feet above flood stage and damaged roads, trails, bridges and other
park facilities.  On November 29th, seven campers were evacuated by helicopter
from the Carbon River area when the state road leading to the park was
destroyed by flooding.  Flooding outside the park was even more severe and
closed many access roads to Mount Rainier.  Two routes on the east side of the
park were kept open to provide access to services for neighboring communities. 
Longmire was reopened on the 30th; on December 1st, the road to Paradise was
reopened.  Damage assessments are underway.  Snow is rapidly covering the
damage caused by the floods, however, thereby making damage assessment

95-756 - Great Smoky Mountains (North Carolina/Tennessee) - Car Clout Arrests

On November 25th, rangers Jim Hjelmgren and Steve Kloster began surveillance of
the hiker parking area near Cosby campground in response to several vehicle
larcenies at that location earlier in the month.  All six vehicles in the lot
were found to be locked.  Just after 9 p.m., a vehicle entered the lot and two
individuals got out and began inspecting each car with flashlights.  They then
entered a Nissan Sentra by twisting the lock with vise grips and began removing
items from the interior and trunk.  The two men, K.H. and M.B.,
both of Cocke County, Tennessee, were caught and arrested.  They provided full
statements and were placed on $10,000 bond after their arraignment.  [Jason

RESOURCE MANAGEMENT

Badlands (South Dakota) - Follow-up on Black Footed Ferrets

A total of 33 black-footed ferrets were reintroduced into the park's wilderness
area between October 25th and November 9th.  A monitoring program is now
underway to collect information on the release sites, causes of death, and
behavior pertaining to dispersal and mating.  Field crews tracked the ferrets
throughout November via radio telemetry, spotlighting and tracking through the
snow.  Four males and four females were found dead, probably from coyote kills. 
Two intense spotlight survey periods are scheduled for the first two weeks of
December, weather permitting.  [Marianne Mills, BADL]
