MORNING REPORT

This special edition of the Morning Report is being sent to you to convey
information pertaining to the current shutdown. All parks and offices should
continue to contact their shutdown coordinators for specific guidance and
instructions.
The following memorandum, entitled "Concession Openings", was sent to all field
area shutdown coordinators by Deputy Director John Reynolds on Friday, December
29th:
Effective immediately, park concession facilities located on through
roads and highways may re-open if the re-opening will not result in
additional costs to the park. This may include concession operations
such as service stations, food services, stores, lodging, etc., or
portions of such operations that will not contribute to additional park
expenses.
A through road is defined as a road or highway which begins and ends
outside of a park, plus parkways. The facility should have access
directly from the road or highway, and not require the reopening of park
roads with other destinations.
