Credit Card Machines - Recreation fee demonstration parks and other fee
collecting areas interested in using credit card machines should contact
Ranger Activities for information and assistance. The fee program office
will work with parks to ensure that the equipment is delivered. Please

Regs/Jurisdiction Update - The following actions have recently taken place:
o 36 CFR Part 2: The proposed rule is still being reviewed by the
solicitor's office. We have heard rumblings that it may be released
soon. A small bit of fine tuning will be required prior to going to
the director and assistant secretary.
o 36 CFR 9B - Non-Federal Oil and Gas Rights: The NPS has resubmitted
this proposed rule, which has been on hold since 1994; it is currently
being reviewed by the solicitor.
o 36 CFR Part 11 - Arrowhead and Parkscape Symbols: The rule is under
review by the assistant secretary's office.
o 36 CFR Part 14 - Rights-of-Way: This proposed rule was signed by the
assistant secretary on November 13th and is currently being reviewed by
the department's regulatory affairs office.
o 36 CFR Part 62 - National Natural Landmarks: The rule is under review
by the assistant secretary's office.
o 43 CFR 10.12 - NAGPRA Civil Penalties: This interim rule was signed by
the assistant secretary on November 5th, has cleared regulatory
affairs, and is currently being reviewed by OMB.
o 36 CFR Part 61 - Procedures for State, Tribal and Local Government
Historic Preservation Programs: This proposed rule was published in the
Federal Register on October 2nd. The comment period closed on December
2nd.
o Part 7 and 13: A draft proposed rule for Part 13 regulations is
currently being reviewed in house by parks in Alaska.
o 36 CFR Part 3: A workgroup has been formed to address the update and
rewrite of 36 CFR Part 3, the regulations on boating and water use
activities. The group has tentatively scheduled its first meeting for
January. If there are issues you would like them to review, please
make them known to work group leader Bob McKeever at Lake Mead. He can
be reached via cc:Mail or by calling him at 702-293-8939.
o 36 CFR 3.6 and 3.23: The final rule for zebra mussels is being reviewed
by the solicitor.
o Jurisdiction: The concurrent jurisdiction package for NPS lands within
Fairfax County, Virginia, has been signed by the director and is
currently being reviewed by the Virginia attorney general's office.
o 36 CFR: For those who are interested, the latest version of 36 CFR
(revised as of July 1, 1996) is now available for purchase at $20 a
copy from the Government Printing Office (GPO). Purchase inquiries may
be made with the GPO warehouse by calling 202-512-1800.
