INCIDENTS
97-202 - Golden Gate NRA (California) - Assault on Officers
USPP officers Jolynn Andrews and Noel Wagner were on foot patrol of the Ocean
Beach seawall just before 11 p.m. on May 16th when they saw a man acting
strangely on the beach. The man was throwing sand on himself, hopping up and
down, and yelling "I am God!" As they approached him, the officers could see
that he was sweating profusely. He then started walking into the concrete
seawall, injuring himself. Wagner and Andrews tried to calm him, but he
became combative and attacked both officers, kicking with his feet and
striking them with his fist. They were able to handcuff him only with great
difficulty due to his great strength. It appears that the man was under the
influence of PCP. Andrews sustained a serious contusion over and around her
right eye which required a doctor's care. The man was charged with felony
assault on a police officer, being under the influence of drugs, and
possession of marijuana. Earlier in the shift, the same two officers had
made several other arrests for possession of methamphetamine, resisting
arrest and outstanding warrants. [Lt. Kevin Hay, USPP, GOGA, 5/17]
97-203 - Biscayne NP (Florida) - Poaching Arrests
On May 9th, ranger David Pharo contacted the occupants of a 25 foot boat on
the ocean side of Elliott Key because the divers were spear fishing without
displaying a dive flag. Pharo saw six illegal fish lying on the deck and
discovered that none of the men on the boat, all from Hialeah, Florida,
possessed fishing licenses. A search of the boat led to the discovery of 37
illegal fish, two out of season lobsters, 458 illegally taken conch, and
parts of a loggerhead turtle. All five were arrested and released on
individual $50,000 bonds on May 16th. As a stipulation of their bonds, they
are required by federal court to stay out of all national parks until their
trial. The five men are A.M., 33, O.M., 36, M.A.,
Sr., 38, M.A., Jr., 20, and M.B., 32. The vessel
involved in the incident and all equipment aboard have been impounded pending
trial. While Pharo was at the bond hearing in the federal courthouse, his
patrol vehicle sustained a broken window and body damage from the tornado
that struck downtown Miami last week. [Wayne Elliott, CR, BISC, 5/19]
97-204 - Gateway NRA (New York/New Jersey) - Rescue
Park Police officer Timothy Cosgro was advised of an overturned vehicle in
front of the Barren Island Marina early on the morning of Saturday, May 17th.
Cosgro responded and discovered A.G., 33, of Brooklyn, trapped
inside the vehicle, pounding on the window and calling for help. A light
pole had been knocked over during the accident and live wires were emitting
sparks on the vehicle, which was leaking gasoline. Cosgro forced open the
driver's door and pulled A.G. out of the car. She was bleeding from
a cut on her head and was treated and transported to a local hospital by a

Increased initial attack activity was reported yesterday in the Southwest,
southern California, South and East. High to extreme fire indices are being
reported in the Southwest and southern California.

Clarification - When speaking on the "Today" show on Monday, Secretary
Babbitt alluded to a reservation system for Yosemite NP next year. The media
misinterpreted the comment and assumed he was talking about parks throughout
