INCIDENTS
97-103 - George Washington Birthplace NM (VA) - Follow-up on Employee Injury
Ranger Andrew Packett, who was seriously injured in an automobile accident on
March 17th, returned to work on September 29th after six months of
recuperation in the hospital and at home. He asks that the following be
shared with all of you: "I would like to thank my fellow employees of the
NPS. Since my accident on St. Patrick's Day, your cards and letters have
arrived, offering help, hope and prayers. My family and I have been deeply
touched by your voluntary leave donations. Your sympathy and constant
encouragement provided support for me through my darkest hours. Thank you
for caring about a colleague and for showing your concern." [Andrew Packett,
PR, GEWA, 10/9]

MEMORANDA
"Consolidated FY 1998 Park Facility Management Project - Funding Requests
Call: Housing/FLHP/Haz-Mat/Dams," signed on October 2nd by the associate
director, park operations and education, and sent to all regional directors
and the manager of Denver Service Center. The response due date is October
31st. The text follows; referenced attachments must be obtained, however,
from the original memo:
"Based on the criteria and instructions in the attached materials, please
submit funding requests for your region for FY 1998 for projects under the
four subject programs to the WASO Park Facility Management Office by October
31, 1997.
"Guidance to assist in preparing submissions for each funding source is
attached, as follows:
1) Housing Initiative Funds
2) Federal Lands Highway Program Funding
3) Dams Funding
4) Solid and Hazardous Waste Project Funding
"Each regional director's FY 1998 submission should include all proposed
projects and project costs for parks in that region, including all Denver
Service Center or other costs associated with the project.
"Relative to the Federal Lands Highway Program, since it now appears likely
that it will be on a 6-month continuing resolution for the first half of the
fiscal year, this call will constitute only an interim call geared to that
situation. Another final call will be issued later in the year, once final
congressional reauthorized program funding levels have been established.
"Your timely response will facilitate expeditious programming, allocation,
and obligation of Park Facility Management funding resources for the upcoming
fiscal year. Please direct any questions to the respective program contacts
indicated in the attachments."
===============
"FY 1997 Repair-Rehabilitation (Type 40) - Accomplishments for Annual CFO
Report," signed on October 7th by the acting director and sent to all
regional directors. The response due date is October 30th. The text
follows; referenced attachments must be obtained, however, from the original
memo:
"The Chief Financial Officers (CFO) Act requires that the National Park
Service prepare an annual CFO Report to Congress on its financial status and
its program performance activity and accomplishments.
"For purposes of compiling the facility management portion of the Service's
FY 1997 CFO Report, we need a listing of projects accomplished with
Repair-Rehabilitation (Type 40) funds during the 1997 fiscal year. Please
provide a list for your region of all Repair-Rehabilitation projects
completed in FY 1997, to the WASO Park Facility Management Division no later
than October 30, 1997.
"Your listing should be submitted electronically by means of a spread-sheet
file. Please include the name of the park and the project title/description,
as shown in the following example:
PARK REGION PROJECT TITLE
JECA MWR REPAIR CAVE EMERGENCY LIGHTING SYSTEM
THRO MWR REPLACE WATER LINE TO RESERVOIR
WICR MWR REPLACE 2 MILES OF FENCE
"Additionally, on the attached forms, which display the regional
inventory/condition data that you compiled in March 1997, please indicate the
condition changes by asset type that resulted from these Repair-
Rehabilitation projects in the blank columns labeled 'Oct 97.' (These forms
are also being sent electronically to your designated Associate Regional
Director for Operations.)
"Questions on reporting your Repair-Rehabilitation projects or changes in
condition data can be directed to Tim Harvey, WASO Park Facility Management
Division, at 202-565-1263. Questions concerning other CFO reporting issues
should be directed to Dave Harrington, WASO Budget Office, at 202-208-3084."
