INCIDENTS
97-631 - Fort McHenry NM&HS (MD) - Follow-up on Burglary Arrest
S.W., who was arrested on October 7th for burglarizing the park's
visitor center, pled guilty to associated charges and was sentenced to two
years and two months in jail on November 6th. This conviction triggered the
assessment of four additional years of jail based on sentences deferred from
previous convictions in Maryland. S.W. has over 25 prior arrests. [Rick

97-689 - Gateway NRA (NY) - Special Event
The 28th running of the New York City marathon began at Fort Wadsworth on
November 2nd - the 22nd time the race has started there and the fourth time
the NPS has been involved (Fort Wadsworth became an NPS site in 1995). Local
estimates are that there were over 31,000 documented participants, many from
nations from around the world. They were supported by over a thousand
staffers and volunteers. Set-up for the marathon began two weeks before the
event. More than two dozen Park Police officers, ten rangers, and 20 Coast
Guard personnel (who are property owners within park boundaries) provided
security for park resources and buildings, raised public awareness about the
park and the NPS, and provided crowd control on the day of the race. No

97-690 - Thomas Stone NHP (VA) - Special Event
Thomas Stone's home, Haberdeventure, was opened last weekend during two days
of activities and ceremonies. The home was gutted by fire prior to its
designation as a national historic site. Denver Service Center and the
Historic Preservation Training Center worked together to restore the mansion
over the past few years. The finishing touches to the interior and the
installation of exhibits and furnishings were just recently completed. The
two-day event included "Thomas Stone Day" on November 1st. The day was
filled with colonial activities and interpretive demonstrations.
Interpreters from Colonial Williamsburg, Fredericksburg, and George
Washington Birthplace NM joined volunteers and re-enactors in these
activities. The main event occurred on the following day, and featured a
number of speakers, musical entertainment and a ribbon-cutting ceremony. An
estimated 1,400 people attended. Rangers from Fredericksburg/Spotsylvania
NMP, George Washington Birthplace NM and Thomas Stone NHP provided visitor
management and assistance. There were no incidents. [John Frye, GEWA, 11/5]
97-691 - Big Bend NP (TX) - Drug Conviction
M.M., 25, of Pecos, Texas, was sentenced to five years supervised
probation for felony possession of a controlled substance in federal court in
October. On May 20th, ranger Gary Carver received information from Customs
regarding a suspicious vehicle. Carver subsequently contacted the occupants
of the vehicle - M.M. and a juvenile companion - in front of the Panther
Junction visitor center. M.M. was arrested for outstanding traffic warrants
and the juvenile was cited for possession of less than an ounce of marijuana.
A Border Patrol narcotics detection dog was employed to check the vehicle.
The dog alerted to the rear seat area. Two bottles of valium and rohypnol
were found. Rohypnol is known on the street as the "date rape" drug and is
being used and sold in border cities. [Gus Martinez, DR, East District,

RESOURCE MANAGEMENT
Cuyahoga Valley NRA (OH) - White-Tailed Deer Management
The FONSI for the final environmental assessment for white-tailed deer
management in the park was approved by the regional director on October 28th.
On October 30th, a request for a temporary restraining order was filed by The
Fund for Animals, Animal Protection Institute, The Humane Society of the
United States, Ohioans for Animals Rights, In Defense of Deer, and four
individuals. The request, which was filed in a Washington, D.C., district
court, is based on the premise that the NPS failed to prepare a programmatic
EIS, does not have adequate scientific data for the decision, and failed to
follow binding policies. The NPS has voluntarily agreed not to initiate
actions, planned for next week, until a full hearing is held on December
