INCIDENTS
97-780 - Jefferson National Expansion Memorial (MO) - Follow-up on Arrest
On December 20th, ranger John Tesar arrested W.F., 32, and Liddie
Ferrell, 35, both from the Centralia, Missouri, area, on drug and weapons
charges. The pair had in their possession 20 grams of cocaine, 16 grams of
marijuana, a loaded .380 Browning semi-automatic pistol, a loaded .380 Lorcin
semi-automatic pistol, and numerous items of paraphernalia. Further
investigation uncovered another 18 grams of cocaine in one gram packages
which were ready for distribution. Both weapons were within immediate reach
of the pair at the time Tesar contacted them. On March 3rd, W.F. and
Ferrell pled guilty in a negotiated plea agreement in federal district court
to knowing possession of cocaine with the intent to distribute. Although
firearms and conspiracy to distribute charges were dropped, they will be
central to the pre-sentencing investigation. [J.L. Weddle, CI, JEFF, 3/6]
98-97 - Delaware Water Gap NRA (PA/NJ) - Rescue
On the afternoon of January 21st, Pennsylvania District rangers were notified
of an overturned canoe in the Delaware River with two victims in the water.
District ranger Ed Whitaker and office assistant Kelly Althouse responded and
found that R.B., 39, and V.V., 37, had been pulled from the
river by David and Michael Moshinskie, two brothers who were passing through
the park. R.B. and V.V. had capsized their canoe in 36 degree water; both
were completely soaked and in the intermediate stages of hypothermia -
R.B.'s body temperature was 94 degrees, and V.V.'s was in the high 80s.
Whitaker, Althouse and ranger Larry Commisso stripped the men of their wet
clothing, wrapped them in blankets and sleeping bags, and placed them near
radiators in the district office. Their extremities were kept below the
heart level, oxygen was administered through heat pads, and gradual rewarming
was initiated. V.V. was taken by ambulance to a hospital in Newton, where
he was treated and released. R.B. declined transport. V.V. recently sent
a letter to the park expressing his "deep appreciation" for the efforts made
by park staff: "My life passed in front of me that day, and I would not be
here today without Ed and the two Samaritans who gave me a ride. My wife and
children want to thank the January 21 heroes." [Doyle Nelson, CR, DEWA, 3/9]
98-98 - Golden Gate NRA (CA) - Assault with Deadly Weapon
Around 10:30 p.m. on February 17th, Park Police officers responded to a 911
call concerning an assault. Officer Ken Blaire met with a homeless man who
had been stabbed in the neck and also received a wound in his thumb while
attempting to defend himself. He told Blaire that a man named T. had
attacked him with a fishing knife at their camp site. Responding officers
searched Battery Sherwood; they discovered fresh blood, but no suspects were
found. The victim was released from the hospital about five hours later and
soon spotted his assailant near the old motor pool. Officer Garth Folley and
sergeant Connie Leonard searched the area and found D.S., a.k.a.
"B.T.," hiding under some blankets inside a concrete shed. He was
armed with a knife. D.S. was identified by his victim and taken into
custody. Felony charges were filed, but were later dismissed by the U.S.
