The Thursday and Friday Morning Reports were transmitted as scheduled last
week. As of this writing (Monday morning), neither has evidently been
disseminated Servicewide due to persisting problems in either the hub in
Philadelphia or elsewhere down the line. It is therefore likely that this
edition will also be delayed.
INCIDENTS
97-586 - Glacier NP (MT) - Follow-up on BASE Jumping Rescue
J.K., a parachutist who illegally jumped off the summit of Mt.
Siyeh last September 24th, has pled guilty to federal charges filed against
him. J.K. experienced problems immediately after jumping and flew into
the rock face of a sheer 3,000-foot cliff. His parachute got snagged on
rocks and he ended up dangling beneath it at a point about 400 feet below the
summit. He hung there for several hours until rangers were able to rescue
him. Following the conviction, the federal magistrate placed J.K. on two
years' probation and ordered him to pay nearly $9,000 to cover the costs
associated with his rescue. The conditions of J.K.'s probation require
that he not violate any state, federal or local law; that he sell his
parachute and apply the proceeds to the cost of his rescue; and that he stay
out of the park during the period of his probation. [Amy Vanderbilt, PIO,

98-56 - Redwood N&SP (CA) - Follow-up on El Nino Winter Storm Impacts
The park has completed an inventory of it's El Nino-related storm damages:
Prairie Creek Redwoods SP has over 200 trees down, ranging in diameter
from one to eight feet. Trail clearing could take the rest of the
year.
The last mile of Davison Road is closed from the Gold Bluffs Beach
campground to Fern Canyon due to a major slide. Contractors will begin
working at the site on May 1st.
The James Irvine trail in Prairie Creek Redwoods SP is closed due to a
major slide. A trail re-route will be constructed later this year.
Coastal Drive is closed between Newton Drury Parkway and Alder Camp
Road due to slumping of the road.
Holter Ridge trail is closed due to downed trees.
The nature trail near the Prairie Creek visitor center is closed due to
slides.
All other roads and trails are open in the parks except for the
extended overnight and three-day loop horse trails in the Redwood Creek
area, which have been closed since the 1997 storms.
Requa, the former Air Force radar site that is now part of the park,
has been experiencing serious slides and water-related damage,
including disconnected sewer lines, cracked foundations, and leaking
roofs.
An estimated 200 trees are down throughout the national park, ranging
in diameter from one to five feet.
A 410-foot section of the Redwood Creek trail has failed and slipped
downslope.
A bridge along the Flint Ridge trail was damaged by a fallen redwood.
Several informational kiosks at Freshwater Spit were ripped from the
bases and thrown toward Highway 101.
The total cost of the damages inflicted to NPS facilities and trails has been
estimated at $150,000. State parks staff still have considerable survey work
to do before an estimate will be possible. Sporadic heavy rains continue in
the area, with the Klamath River only several feet below flood stage. [Bob

98-122 - Baltimore-Washington Parkway (DC/MD) - MVA with Officer Fatality
A Maryland state trooper was killed on the afternoon of March 25th in a four-
car accident on the parkway near the Powdermill Road overpass. Trooper
R.A., 27, was northbound on the parkway in his cruiser when he
was apparently distracted by several people involved in an accident who were
attempting to flag him down from the shoulder of the roadway. R.A.
failed to notice that the traffic ahead of him had slowed due to
construction; his cruiser struck a stopped van and started a chain reaction
which involved two vehicles in front of the van. The cruiser careened off
the van and struck the concrete railing of the bridge overpass. R.A. was
pinned in his vehicle for over 30 minutes. He was flown by state police
helicopter to a Baltimore hospital, where he was pronounced dead. The
operators of the van and the other vehicles were treated for minor injuries.
The accident is being jointly investigated by Park Police and state police.

98-123 - Kennesaw Mountain NBP (GA) - Suicide
Ranger Richard Biurgren received a report of a suicide victim on the edge of
Old Highway 41 near the park visitor center early on the morning of March
21st. Biurgren found the body of P.B. in his vehicle. The
apparent cause of death was a self-inflicted gunshot wound. A suicide note
was found in his vehicle. [CRO, KEMO, 3/23]
98-124 - Clara Barton Parkway (MD) - MVA with Fatality
B.J. of Ashburn, Virginia, was heading east on the parkway at the
Little Falls pumping station on March 22nd when his vehicle left the road and
struck a concrete wall. The vehicle then caught fire. A passerby attempted
a rescue, but to no avail. B.J. was pronounced dead at the scene. [Bill
