NATIONAL PARK SERVICE
MORNING REPORT
To: All National Park Service Areas and Offices
From: Division of Ranger Activities, Washington Office
Day/Date: Friday, June 19, 1998
INCIDENTS
98-305 - Golden Gate NRA (CA) - Car Clout Arrest; Assault on Officer
While conducting surveillance for car clouts in the Battery Spencer area on
June 17th, Park Police detectives saw a man break into a car and steal a
purse. Units converged on Conzelman Road as he attempted to flea the area in
a 1998 Toyota 4-Runner. The suspect rammed a vehicle being driven by
identification technician Robert Waidman, causing neck and shoulder injuries
to the officer. The collision caused the Toyota's airbags to deploy, though,
permitting officers to arrest the man without incident. He had in his
possession two loaded handguns and stolen property from numerous local car
clouts, including laptop computers. A check of the 4-Runner's VIN revealed
that it had been stolen in Montana in mid-April. The suspect has not been
cooperative and his identity remains unclear. He's been held for trial in
federal court, with numerous felony charges pending. Waidman was treated at
a hospital and released. [Lt. Kevin Hay, USPP, GOGA, 6/18]
98-306 - Whiskeytown NRA (CA) - Special Event
The Outdoor Writers Association of America held a meeting at Dry Creek group
campground on June 16th. Over 130 vendors displayed outdoor recreation
products, ranging from barbecue sauce to Toyota's new four-cycle motorboat.
The event was attended by over 1,500 outdoor writers and was managed by a
contingent of 17 rangers, including five from Lassen Volcano NP, two from
Lava Beds NM, and two from BLM. The neighboring parks provided the
assistance at no cost to Whiskeytown. [Larry Carr, CR, WHIS, 6/18]
98-307 - Guadalupe Mountains NP (TX) - Pack String Fall
On the evening of June 12th, a horse and four mules from the park's pack
string lost their footing while returning from a backcountry supply trip and
tumbled 500 to 1,000 feet down extremely steep terrain, ledges and slick
rock. Three of the mules survived the fall and were brought out the
following day. One horse and one mule died. The quick actions of the park's
animal packer prevented two other animals from falling. The five that fell
were seasoned animals with knowledge of park trails and will be greatly
missed. [Larry Henderson, Superintendent, GUMO, 6/18]
98-308 - National Capital Parks Central (DC) - Demonstration
On June 15th, USPP officers arrested 28 people from the "Free Tibet" group
for demonstrating without a permit on the White House sidewalk. [Henry
Berberich, RLES, NCRO, 6/16]

CURRENT SITUATION
Initial attack increased and large fires continued to burn in the South due
to hot and dry weather conditions. Little activity was reported elsewhere.
Very high to extreme fire indices were reported yesterday in units in
Florida, Georgia, Texas, New Mexico, and Arizona.
NICC has posted a FIRE WEATHER WATCH for low relative humidity for the
Florida panhandle and the northwest section of the state.
