INCIDENTS
98-346 - Servicewide - Fourth of July Weekend Events
The following holiday-related events took place over the Fourth of July
weekend:
o Glen Canyon NRA (AZ/UT) - Although the park was extremely busy, there
were no fatalities and the number of major incidents was down from
previous years. A total of 331 incidents were reported over the
holiday weekend, with 31 resulting in arrests by rangers. Numerous
other arrests were made by cooperating agencies with jurisdiction
within park boundaries. Personnel responded to 29 EMS calls, seven of
them requiring advanced life support. A brush fire was started by
illegal fireworks in the Wahweap trailer village on the evening of July
4th. When firefighters arrived on scene, two large trees had crowned
out and the fire was spreading rapidly due to gusting winds,
threatening several mobile homes. The fire was quickly controlled and
extinguished, with no loss of property and no injuries. Fire chief and
district ranger Phil Hibbs directed the operation. On the afternoon of
the 4th, two park interpreters were hit by a vehicle at the Stateline
launch ramp, but were not injured. They were directing traffic on the
ramp during high winds and rain. There was a long line of vehicles
with visitors waiting to pickup their boats and jet skis at the time.
A vehicle driven by B.A., 21, of Page, cut in the line; he
refused to leave and return to the back of the line. B.A. rolled up
the window of his truck and ignored both interpreters' repeated
attempts to talk to him. When they stepped in front of his vehicle, he
motioned for them to move, then let his vehicle roll forward, striking
them both. B.A. then backed up, drove around them, and attempted to
load his jet skis onto his trailer. He was arrested for disorderly
conduct and interference.
o Fort Vancouver NHS (WA) - The park hosted over 50,000 people for its
36th annual Fourth of July celebration, which is conducted under a
special use permit to a local organizing committee. The event features
a variety of musical entertainment, including military bands, and is
capped by a 45-minute, $250,000 fireworks display, billed as the
largest show west of the Mississippi. The fireworks were launched from
a barge anchored in the Columbia River directly south of the park.
Park Police captain Dan Walters and chief ranger Gregg Fauth headed up
the NPS operation, which employed rangers from parks in Pacific West
Region. There were no significant incidents during the 12-hour event.
o Cowpens NB (SC) - Over 5,200 people attended the Fourth of July program
at the park, which included music, living history demonstrations, a
military concert band, and a 20-minute fireworks display. Another
5,000 people were parked on roads surrounding the park. This is the
sixth year the program has been held. Funds for fireworks are provided
by local businesses and civic organizations. Assistance was provided
to park staff by rangers from Blue Ridge Parkway, Kings Mountain NMP,
and Ninety Six NHS. Local police also provided support. There were no
incidents.

98-376 - Joshua Tree NP (CA) - MVA with Two Fatalities, Multiple Injuries
Rangers Tim Bertrand and Kevin Tillman responded to a single vehicle accident
on the park's main east-west road near the entrance to the geology tour road
at 6:30 a.m. on July 11th. Two children, a six-year-old boy and a 12-year-
old girl, were pronounced dead at the scene. The rangers attempted to
resuscitate the girl, who became pulseless shortly after their arrival. The
driver of the vehicle, who is the father of the children, was airlifted to
Desert Hospital; a six-year-old girl was flown to San Bernadino County
Hospital, a seven-year-old girl was airlifted to Loma Linda, and a 17-year-
old boy was taken by ambulance to Desert Hospital. The three airlifted
patients remain in critical condition. Five rangers assisted in the incident
along with three air ambulances from Mercy Air, two Morongo Basin ambulances,
the fire department from Twenty-Nine Palms, the California Highway Patrol,
and the California Department of Forestry. Names are being withheld pending
notification of next of kin. Failure to use seatbelts contributed to the

98-377 - Hawaii Volcanoes NP (HI) - Tour Bus Accident; Fatality
Park dispatch was notified of a motor vehicle accident on Crater Rim Drive
around 1 p.m. on July 9th. Driver G.P., 55, evidently suffered a
cardiac arrest while operating a tour bus. Passengers initially thought that
he'd dropped something on the floor when he slumped over the wheel. The
first indication that something was seriously wrong occurred when the bus
veered across the center line and into oncoming traffic. The bus ran over
several ten-inch diameter trees, then came to rest 40 feet off the roadway
and up an embankment. The 40 passengers were shaken but uninjured. An
orthopedic surgeon, a physician, and a nurse visiting the park saw the crash
and began emergency medical treatment before rangers and medics arrived on
scene. G.P. was transported to Hilo Hospital by county ambulance and was
pronounced dead upon arrival. The accident occurred just four-tenths of a
mile past 150-foot-deep Keanakakoi Crater, which is immediately adjacent to
the roadway. Rangers, investigators, fire personnel, maintenance employees,
and fee collection staff assisted at the incident. The tour group has
started a fund to donate money to Toys for Tots in G.P.'s name, as he was
