By order of President Clinton, all flags are to lowered to half staff
immediately in tribute to the American embassy employees killed today in the
bombing in Nairobi, Kenya.  Twenty-four hour flags are to be returned to full
staff at sunset on Sunday, August 9th; all other flags are to returned to
full staff on the morning of Monday, August 10th.

Distribution of the Morning Report is through a mailing list managed by park,
office and/or field area cc:Mail hub coordinators.  Please address requests
pertaining to receipt of the Morning Report to your servicing hub
coordinator.
