INCIDENTS
98-765 - President's Park (DC) - Demonstration
On December 16th, between 150 and 200 demonstrators assembled on the north
side of the White House to protest the bombing of Iraq. Some 60 to 80
demonstrators sat down on the center portion of the White House sidewalk in
violation of regulations. Park Police officers closed the sidewalk and
warned the demonstrators of the violation. Most left the area, but eight

OPERATIONAL NOTES
Type I Incident Management Team Commanders Selected - Skip Brooks (Colonial
NHP) and JD Swed (Denali NP) have been selected as the two new incident
commanders for the Service's national Type I all-risk incident management
team, effective January 1st. Brooks and Swed replace Jim Northup (Grand
Canyon NP), who has served as IC for the national team for the past three
years. "Jim Northup has done an outstanding job and is well known for his
leadership and team-building skills," said associate director Maureen
Finnerty. "Jim and his team have managed several very large and complex
incidents, among them several major NPS incidents and the first uses of this
team by other agencies, including the Forest Service, Air Force and Bureau of
Indian Affairs. We thank him for his service." Other current team members
include information officer Roberta D'Amico (Everglades NP), operations
section chief Dennis McGinnis (Delaware Water Gap NRA), logistics section
chief Doyle Nelson (Delaware Water Gap NRA), and finance section chiefs Gail
Menard (Yellowstone NP) and Sharon Clarke (BOR). A recruitment bulletin will
soon be issued to fill other vacant positions on the team. The goal is to
have two people selected for each position in order to ensure that a full
team will be available for callout at any time during the year.
MEMORANDA
"Updated OIA Skills Roster Web Page for International Assignments," signed by
the director and sent to all employees. The text follows:
"The Service has a long and fine tradition of cooperating with other nations
on natural and cultural heritage issues and related concerns. As stated in
the Service's mission statement '...The Park Service cooperates with partners
to extend the benefits of natural and cultural resource conservation and
outdoor recreation throughout this country and the world.' It continues to be
our policy and practice to work in partnership with other park systems and
international conservation organizations to the greatest extent possible.
"In working with others, we have not only made significant contributions to
the long-term protection and management of nationally and internationally
important resources, but we have also gained knowledge, experience,
documents, objects, and materials that could not have been obtained
otherwise. International assignments provide excellent and challenging
opportunities for professional and personal growth for Service employees and
we are committed to using international opportunities to empower a diverse
Service work force dedicated to excellence, integrity, and quality work.
"It is my intent that when the Service undertakes specific overseas
activities, qualified and suitable employees will be selected to represent
the US and the NPS. In order to provide every qualified and interested
employee with an opportunity for consideration for short-term international
assignments,the Service's International Skills Roster has been revamped.
"The International Skills Roster will be used by the Office of International
Affairs in identifying and selecting suitable candidates for overseas
assignments and identifying appropriate contacts for foreign counterparts
when they visit the US. Given the wide range of technical and cross-cultural
skills, experience, foreign language capabilities, and levels of physical
activity often necessary for overseas projects, specific selection criteria
will be developed for each assignment. Recognizing that through diversity
synergy is created, OIA will work diligently to ensure that parity in NPS
delegations and bilateral programs will be achieved.
"Employees who are interested in international assignments are requested to
complete the new forms that can be accessed through the Office of
International Affairs' (OIA' s) Skills Roster web site (http://www.nps.gov/oiaskills).
"Because the former OIA Skills Roster database no longer exists, you must
reapply if you are interested in any future overseas assignments.
"International opportunities will continue to be advertised on the
International Affairs' bulletin board (available through cc:Mail) until the
new computerized database is fully operational. We encourage you to enter
your information into the International Skills Roster database as soon as
possible so that you will be considered for all appropriate opportunities.
"Instructions for entering data into the International Skills Roster can be
found at OIA' s website. If you have questions or problems concerning the
database, please contact the Office of International Affairs, WASO,
Tel.: (202) 565-1293."
