INCIDENTS

99-20 - Jewel Cave NM (SD) - Serious Employee Illness

Chief of maintenance Larry Dilts was hospitalized with an apparent heart
attack on Sunday, January 17th.  Dilts, who suffered the attack while at
home, had an angioplasty on Monday and had a stint (support) placed in one
artery.  He is in the cardiac care unit of a hospital in Rapid City, and was
reported to be in stable condition as of Monday evening.  [Peggy O'Dell,

99-21 - Organ Pipe Cactus NM (AZ) - Drug Seizure and Arrest

During an interdiction operation on the night of January 25th, rangers
arrested one man for narcotics trafficking and seized four bundles of
marijuana totaling just over 150 pounds.  Rangers Phil Akers, Karl Pearson,
and Jon Young set up a sensor operation in a backcountry area frequently used
by drug traffickers.  Shortly after midnight, four men backpacking large
marijuana bundles appeared.  Akers and Young tracked them from behind and
surprised the group while they were resting.  One Mexican national was taken
into custody; the other three fled on foot.  The marijuana and the man who
was arrested were flown out in a Customs helicopter.  Also seized were a
cellular phone and a pair of Motorola two-way radios with a range of up to
five miles.  Radios and cellular phones are becoming more common among
traffickers in remote areas.  Customs sources report that smugglers are much
more likely to be convicted and serve time on trafficking charges if they can
be caught with communications devices.  The U.S. attorney's office is
prosecuting this case with assistance from both Customs and the NPS.  [Karl

RESOURCE MANAGEMENT AND PROTECTION

Cape Lookout NS (NC) - Horse Roundup

The park conducted a roundup of ponies on Shackleford Banks between January
16th and 19th to test them for the equine infectious anemia (EIA) virus.  A
team which included park staff, volunteers from the Foundation for
Shackleford Horses, and veterinary staff from Fort Bragg captured 114 horses. 
Two veterinarians and two state livestock handlers drew blood samples,
freeze-branded the foals, and took the samples to a state lab for testing. 
The ponies tested 100% negative for the virus.  The horses were subsequently
returned to the banks and released.  This operation concluded four years of
controversy over the handling of EIA positive reactors.  Seventy-six horses
were destroyed in 1996 on the advice of the North Carolina Department of
Agriculture; that action led to legislation mandating the NPS to "co-manage"
the horses with the Foundation for Shackelford Horses.  The five horses that
tested positive in 1997 and the three that tested positive in 1998 were all
turned over to the foundation, which maintains a state-approved quarantine
site in Carteret County.  The legislation also mandated the development of an
MOU outlining the general terms of the cooperative effort between the park
and the foundation.  That MOU has been drafted and was sent to the
solicitor's office earlier this month for review and approval.  Since the
horses have now been determined to be free of disease, the park will no
longer have to conduct annual roundups.  [Karren Brown, CALO, 1/22]

OPERATIONAL NOTES

Firefighter Work Capacity Testing - On January 11th, a 20-year veteran of the
Forest Service stationed at a national forest in Arkansas died after he
suffered a massive heart attack during a work capacity test.  On January
16th, the fatality investigation team leader issued a brief which provided
details on the incident and directed the suspension of work capacity tests
for Forest Service employees.  The directive stated that

      "the team's initial findings indicated the Work Capacity Test (WCT)
      concept to be an appropriate tool for evaluating performance capability
      of wildland firefighters.  However, three principle areas of the
      program have been identified for review to increase levels of safety
      for participating employees.  These three are:

      o     Pre-participation screening procedures for WCT participants
      o     Physical conditioning preparedness of WCT participants
      o     Administration procedures of the WCT..."

The National Park Service has NOT suspended its implementation of the
National Wildfire Coordinating Group's approved work capacity test, nor does
it have plans to do so in the future.  The three program areas noted by the
investigative team, however, merit extra attention and emphasis by park WCT
administrators.  Parks are encouraged to ensure that staff follow the
procedures outlines in the April 27, 1998, A76 (NIFC) memo entitled "Wildland
Fire Work Capacity Test Implementation Package."  The package, which included
two videos, brochures, a test administrator's guide and a job hazard
analysis, was sent to each park and regional office.  Particular attention
should be given to the following:

o     utilization of the job hazard analysis process;
o     notification of candidates of the date of testing at least six to eight
      weeks in advance to allow time for preparation and conditioning;
o     administration of the health screening process prior to administration
      of the actual test; and
o     ensuring that the appropriate emergency medical personnel are on-scene
      during the test.

Parks should also assure adherence to the medical examination policy for
wildland firefighters.  Questions should be directed to your regional fire
management officer or to Paul Broyles at the NPS office at NIFC.
