INCIDENTS

99-108 - Valley Forge NHP (PA) - Car Clout Arrests

Over recent months, thieves have broken into cars in the park and surrounding
municipalities.  In each case, they've been careful to enter cars that have
been unlocked or could be entered with little or no visible signs of entry; 
in each case, one or two credit and ID cards have been stolen and used within
hours of the theft, but cash and other valuables have been left alone. 
Following analysis of data on the thefts, a surveillance operation was begun
on appropriate days and times.  Officers from a local jurisdiction with on-
going credit card fraud investigations in similar cases joined the operation. 
On March 14th, ranger Ed Clark saw a van pull up beside an unoccupied car. 
One of the occupants of the van employed a stick to unlock the car through
its partially opened sunroof.  Although many visitors were walking and biking
through the area at the time, he was able to go through all the car's
contents, including those in the trunk.  He removed something from the trunk,
then replaced it, got in the van, and headed off to another area in the
parking lot.  Ranger Dan Jenner made contact with the van's occupants.  They
attempted to drive off, but were intercepted by ranger Gordon Sassaman.  They
then drove straight to the victim's car and began to loudly proclaim their
innocence.  Clark, with the assistance of Jenner, Sassaman and ranger Deborah
Girard Clark, placed the two men under arrest.  Two burglar tools, Nextel
cell phones with two-way radio capability, pagers, binoculars, and a stack of
24 apparently stolen credit cards (none belonging to the victim of that day's
car clout) were recovered from the van.  While securing the van for towing,
ranger George Kraft found a social security card belonging to the victim
stuck to the window he was rolling up.  Subsequent search led to the
discovery of a credit card belonging to the victim inside the same door
panel.  The victim said that both cards had been inside her pocketbook, which
had been locked in the trunk.  Nothing else had been disturbed.  The two men
and the evidence were turned over to Upper Merion Township for prosecution
under state law.  Subsequent investigation has so far revealed that the van
was used in at least two other crimes, and that some of the cards had already
been used to illegally purchase items.  [CRO, VAFO, 3/25]

RESOURCE MANAGEMENT AND PROTECTION

Yosemite NP (CA) - Recycling of Flood-Damaged Buildings

The park has almost completed a major materials recycling project at Yosemite
Lodge.  Salvageable materials from flooded buildings being removed from the
park, including wood and concrete, are being used in other park buildings or
are being recycled in the local community.  Over 200 structures are being
removed, including cabins and dormitory buildings.  Employee dormitories in
the Yosemite Lodge complex were removed in the first phase of the project. 
The removal would have cost $300,000 if done by a contractor. Park employees
instead did the work for $125,000, and were able to recycle a larger
percentage of the materials, including:
     
o     150,000 board feet of lumber;
o     200 plumbing fixtures;
o     500 windows; 
o     150 cubic yards of gypsum drywall;
o     160 cubic yards of metal; and
o     375 tons of wood.

The wood, which was diverted from a land fill to a co-generation power plant,
was used to produce enough electrical energy to power 20,000 average homes in
the San Joaquin Valley for a day.  Plumbing fixtures and windows were
salvaged for reuse; lumber will be reused in the construction of new park
structures.  The gypsum drywall was ground up for agricultural use in the San
Joaquin Valley.  Salvaged concrete was crushed and will be used as road bed

NASA Detail - Toni Dufficy, an interpreter from Everglades NP, will be
completing a one-year detail to NASA's Goddard Space Flight Center in
Greenbelt, Maryland, in mid-May.  The WASO Division of Interpretation and
Education is looking for a replacement to serve out another one-year detail
at the center.  The detail provides an opportunity to work on joint earth and
space science education projects with scientists, engineers, public affairs
people, resource managers and educations.  For more information or a copy of
