INCIDENTS
99-119 - Gettysburg NMP (PA) - Employee Death
Thomas A. Sanders, 47, who worked for the park's maintenance division for 29
years, passed away on April 7th after a lengthy battle with cancer.
Arrangements for memorial services will be held within the next two
weeks but as yet are incomplete. Memorial contributions may be made to
Hospice. The note from the park concludes: "Tom's laughter and humor
will be sorely missed by those of us who were fortunate enough to have

99-120 - San Juan NHS (PR) - Homicide
A young man in his early 20s was shot numerous times at the Las Animas
bastion in the presence of park visitors early on the afternoon of March
31st. Commonwealth police and rangers Glen Dodson and Freddie Aledo
responded. The victim, subsequently identified as R.G.
Warrington, was found dead outside of park jurisdiction. Warrington had been
followed by unidentified individuals who shot him repeatedly with 9mm
handguns at close range. The investigation led to a poor area known as La
Perla located between the park's two 16th century Spanish military forts -
San Cristobal and San Felipe del Morro. Warrington's body was identified by
his wife. Dodson located some visitors who had witnessed the incident, but
they were fearful and ultimately denied having seen anything. Police believe
that the case is related to drug dealing in La Perla, and are certain it will
lead to a "war" between dealers in La Perla and in another impoverished area
known as Puerta de Tierra. Warrington was from the latter; his assailants

OPERATIONAL NOTES
GPRA Broadcast - On Thursday, there will be a Servicewide satellite broadcast
of "Managing for Results: Performance Management/GPRA in the National Park
Service." Training credit is available for the course, which is both a
summary and update on GPRA. The three-and-a-half hour broadcast begins at
12:30 p.m. EST (and equivalent times in other time zones). All employees are
encouraged to attend. Ann Johnson at Albright Training Center (520-638-7981)
