INCIDENTS
98-640 - Big Cypress NP (FL) - Follow-up: Shots Fired At Ranger
Rangers Dusty Olson and Jeff Hancock and a state game warden spotted
C.S. and W.S. in a closed area of the park around
midnight on October 5, 1998. Surveillance revealed that they were poaching
deer. The two men were contacted; W.S. was arrested, but C.S. took off
on an ATV, which he subsequently wrecked. As C.S. jumped off of the ATV,
he aimed a rifle at Olson, then at Hancock. Hancock drew his pistol and
fired seven shots at C.S. Although C.S. was able to escape, he was
captured the next day as he attempted to return to his residence in
Everglades City. Both men were charged with Lacey Act violations, and C.S.
was charged with assault on a federal officer. On March 12th, C.S. pled
guilty to felony assault on a federal officer with a weapon and was sentenced
to a year and a day in federal prison, followed by three years of supervised
probation. During the latter period, he will be banned from the park.
C.S. will also have to perform 150 hours of community service in Ocala NF,
relinquish ownership of his Honda ATV and his Ruger 7mm rifle to the National
Park Service, and pay $2,700 for resource damage. W.S. pled
guilty to a Lacey Act misdemeanor on March 25th. He was sentenced to 300
hours of community service and two years of supervised probation. Half of
his community service will be done at the park under the supervision of a
ranger. On April 9th, Olson and Hancock received commendations at the SER
chief rangers' conference for their actions in the field and for the arrest

99-153 - National Capital Parks (DC) - Special Event
When the head of state from Moldova's plane lifted off from Dulles
International Airport just before 6 p.m. on Tuesday, April 27th, the Park
Police's involvement in the NATO 50th summit officially ended. This event,
which was the largest gathering of heads of state or heads of government ever
in the United States (and possibly the world), concluded without any
significant incidents occurring. The three-day event required months of
planning and several hundred meetings between the Secret Service, FBI, Park
Police, State Department, Metropolitan Police, National Park Service and many
other agencies. The Park Police were fully committed. Among other things,
this commitment included placing normal street operations on twelve-hour
shifts and detailing 31 officers to D.C. from the New York field office.
Approximately 320 officers were assigned to the events each day. These
officers participated in over 2,000 individual escorts of the 48 people
designated for special protection. Officers also provided security in park
areas throughout the city. This included the closure of the Federal Triangle
area, the White House sidewalk and the majority of Lafayette Park for three
full days. Several significant demonstrations were handled in Lafayette Park
and on the Ellipse, the grounds of the Washington Monument, and the Mall -
all without incident. The only NATO-related arrest occurred on Friday when a
long-time demonstrator in Lafayette Park refused to leave the secure area and
was subsequently arrested. Extensive planning prior to the event and the
strong law enforcement presence throughout the period likely prevented any

99-154 - Denali NP&P (AK) - Employee Arrest
On the morning of April 26th, seasonal maintenance worker J.S. was
arrested for driving under the influence of alcohol. J.S. had just
reported for duty for his first day on the job. He appeared to be
intoxicated, and had driven his personal vehicle over an embankment in the
employee parking lot. Rangers Chuck Passek and Todd Levesch arrested and
transported J.S. to Clear Air Force Base, where he was given a breath
alcohol test. The results showed that J.S.'s alcohol saturation was over
twice the legal limit. J.S. was terminated from employment and will be
prosecuted for driving under the influence. [Ken Kehrer, CR, DENA, 4/30]
99-155 - Denali NP&P (AK) - Rescue
S.D., 26, crashed his snowmobile south of Cantwell around 11 a.m. on
the morning of April 23rd. S.D.,, who is from Elmendorf Air Force Base, came
over a small hill at a high rate of speed and landed in a ditch on the other
side. He was thrown about 30 feet upon impact and sustained a T-6 fracture
in his back, rib fractures, and a pneumothorax. Volunteer EMTs from Cantwell
responded by snowmobile and stabilized S.D.,. Ranger and park medic Chuck
Passek arrived shortly thereafter on board an Army M.A.S.T. helicopter and
transported the patient to Fort Wainwright. [Ken Kehrer, CR, DENA, 4/30]

CURRENT SITUATION
Large fires and moderate initial attack activity were reported in the South
and East over the weekend. Very high and extreme fire indices were reported
in Florida, Georgia, Minnesota, Wisconsin, Michigan, Maine and New Hampshire.

OPERATIONAL NOTES
Park Resource Protection Training - A special note has been forwarded
regarding the listing for the course entitled "Natural Resource Protection
Law and Policy for Superintendents" which appears below (May 25-27). Despite
the grade limitation in the original announcement, ALL superintendents are
strongly encouraged to apply. The course covers legal topics essential for
park protection and steering clear of lawsuits. Presenters include deputy
associate DOI solicitor Dave Watts, assistant solicitor Pete Raynor, NPCA
president Tom Kiernan, Air Resources Division chief Chris Shaver,
Environmental Quality Division chief Jake Hoogland, University of Utah law
professor and litigator Bill Lockhardt, and several Department of Justice
attorneys who have defended the NPS in recent litigation. The course will
also cover the National Parks Omnibus Management Act of 1998, which
explicitly states that a significant factor in performance reviews of
