INCIDENTS

99-159 - New River Gorge NR (WV) - Stabbing

J.D. of Mount Hope, West Virginia, was stabbed three times following
a fight at Terry Beach on May 1st. J.D. was camping and drinking with
friends about 200 yards upstream from another group camped on a private in-
holding at the beach. The latter group was having a loud party with a good
deal of drinking. J.D., thinking that he knew someone in the group, decided
to walk down to the party and join it. The people in the Terry Beach group
didn't like J.D.'s attitude, though, and a fight broke out between J.D. and
another man. After the fight ended, J.D. got down on the ground to look for
his lost glasses. Someone hit him over the head with a stick, then threw him
in the river. As he was trying to get to shore, an unidentified man stabbed
him twice in the back and once in the arm with a knife. J.D. staggered back
to his camp and woke his friends up; they drove him to a local hospital,
where he was treated and released. The incident is currently under
investigation by the NPS. [Rick Brown, Protection Unit Leader, NERI, 5/1]

99-160 - New River Gorge NR (WV) - Falling Injury

On the afternoon of May 1st, J.J., 23, fell about 30 feet from the
top of a waterfall on Marr Branch and sustained multiple injuries. J.J.
and his girlfriend, Kristin Bowden, were taking a hike when they came across
the waterfall. J.J. wanted a photo from the top of the waterfall with the
falls in the background. As he backed up, he lost his footing and fell over
the edge. He attempted to grab onto rocks but was unable to arrest his fall.
Bowden ran back to the rest of the Rivers Rafting Company group to get help
and summon an ambulance. By the time help arrived, J.J. had crawled to the
water's edge and climbed onto dry rocks. His friends got him up the trail to
Fayette Station Road, where he was picked up by an ambulance and taken to a
hospital. He was admitted with multiple facial lacerations and fractures and
possible shoulder and wrist fractures. J.J. was later taken to a hospital
in Charleston for reconstructive facial surgery. [Rick Brown, Protection
Unit Leader, NERI, 5/2]

99-161 - Hawaii Volcanoes NP (HI) - Drug Arrests

A marijuana plot containing 18 plants was found in the park last fall and
placed under surveillance. Evidence suggested that the grower had been
watering and tending his plants in the late evening and early morning hours
during periods when the moon was full. The crop was harvested during a full
moon in late November - just 30 minutes before the surveillance team was
going to set up operations. On February 28th, criminal investigator Jeff
Judd, who had been conducting weekly checks of the patch, discovered a new
patch which contained 22 marijuana seedlings. Daily checks indicated that
the second patch was also being tended to at night. Sensors were employed to
establish the grower's entry dates and times. The readings indicated that he
was entering the patch either after 10:30 p.m. or at 5:30 a.m., when there
were no patrols on duty. Judd and a ranger were watching the patch on the
evening of April 25th when a vehicle drove up with its headlights off. A
man, later identified as Adam Rogoff, 27, entered the patch and was observed
watering plants and planting new seedlings. The moon was almost full so he
didn't need any light, thereby avoiding detection by patrol rangers. Rogoff
was arrested and charged with cultivation of marijuana (21 USC 841). He
later gave a full confession and statement and agreed to a consent search of
his house and premises. [Jeffrey Judd, CI, HAVO, 4/28]

PARKS AND PEOPLE

FLETC - On Tuesday, May 4th, criminal investigator training class 915
graduated from FLETC. The class was made up of officers from ATF, the Naval
Criminal Investigative Service, OPM's OIG, and the Department of Labor's OIG,
and four NPS rangers. Three of the four rangers were recognized at the
graduation ceremony and presented with awards and plaques for their
outstanding accomplishments. Ranger Keith Mcauliffe scored the highest PEB
test results, with a perfect 500 out of 500 score. The top shooter in the
class was ranger Jeffrey Pascale with a score of 299 out of a possible 300.
Rangers Pascale, Mcauliffe and Rodney Turner were recognized for having
scored 95% or better on all academic tests during the nine-week training
program. Says NPS superintendent Paul Henry: "This is typical of the
outstanding accomplishments of NPS rangers who attend advanced training
programs at FLETC."
