NATIONAL PARK SERVICE
MORNING REPORT
To: All National Park Service Areas and Offices
From: Division of Ranger Activities, Washington Office
Day/Date: Monday, September 13, 1999
INCIDENTS
99-453 - Southeast Region Areas - Hurricane Floyd
Parks in Southeast Region are preparing for the imminent and probable
landfall of Hurricane Floyd somewhere between southern Florida and the Outer
Banks. Should Floyd make landfall as a Category V hurricane, it will be only
the third Category V storm to strike the United States this century, the
other two being the Florida Keys Hurricane in 1935 and Hurricane Camille in
1969:
o Biscayne NP (FL) - The park entered the second operational period of
its hurricane plan at 8:30 a.m. yesterday morning. Some buildings were
shuttered and boats were moved to safer locations. The park will
continue with preparations today; all employees have been asked to
report to the incident command center to check in. The park will close
to visitors at noon and will be completely shut down by normal close of
business this afternoon.
o Everglades NP (FL) - The park began limited preparations for the
hurricane yesterday and moved into full preparations this morning. The
park should be closed by 5 p.m. Bob Panko is IC.
o Big Cypress NP (FL) - The park began shutdown procedures yesterday.
The incident management team is meeting this morning. Plans are to
have the park fully closed by the end of the work day today.
o Cape Canaveral NS (FL) - The park instituted its hurricane plan
yesterday. An incident command team is in place and preparations are
underway.

99-454 - Glacier Bay NP (AK) - Falling Fatality
A 51-year-old woman died following a fall overboard from a concession boat in
Reid Inlet on the afternoon of September 6th. The woman was visiting the
park with her family and was traveling on the concession-run day tour boat
that travels the length of the bay daily. She was standing outside the
passenger railing at the stern of the vessel when she fell about 20 feet to
the water below, striking a utility ladder on the way down. During
resuscitation efforts, she was transported to a nearby cruise ship that had
more advanced medical facilities and was pronounced dead while there.
Rangers are conducting a joint investigation with state troopers and Coast
Guard representatives. [Chuck Young, Acting CR, GLBA, 9/6]
99-455 - Wind Cave NP (SD) - Employee Injury
Seasonal interpretive ranger Kelly Henderson was heating oil on her electric
stove in park quarters on the afternoon of September 7th when the oil ignited
and was dropped on the floor. A small fire occurred, and Henderson suffered
second degree burns on her right hand and wrist. Visitors saw smoke
billowing from the house and contacted ranger Glenn Yanagi, who responded.
The fire had been extinguished by the time he arrived. Yanagi treated
Henderson on scene, then transported her to a local hospital, where she
received additional treatment and was subsequently released. [Den Ziemann,
WICA, 9/8]
99-456 - Natchez Trace Parkway (MS/AL/TN) - Assault; Robbery
On August 31st, M.G. of Madison, Mississippi, was hit in the back
of the head by an unknown assailant while he was fishing along Ross Barnett
Reservoir. M.G. said that a man had approached him and asked about the
fishing there, and that someone else had struck him from behind. When he
came to, he found that they'd taken $360 in cash and the two fish that he'd
caught. The investigation continues. [Tim Francis, ACR, NATR, 9/3]
99-457 - Women's Rights NHP (NY) - Special Event
President Clinton and First Lady Hillary Rodham Clinton toured the park on
Wednesday, September 1st. The two-hour tour included stops at the visitor
center, the two-story women's history museum, the Wesleyan Chapel (site of
the first women's rights convention in 1848), the "Declaration of Sentiments"
engraved on the Waterwall in Declaration Park, and the M'Clintock House.
They were greeted by a crowd of over 500 people, who lined the streets to
catch a glimpse of the Clintons. While viewing the exhibits, the Clintons
stopped and spoke with other visitors. The president expressed an interest
in the funding and progress of the restoration of the M'Clintock House and
told media representatives that he hoped all Americans would visit the park
and learn about this important aspect of their history. [MaryEllen Snyder,
WORI, 9/3]
