INCIDENTS

99-608 - Gateway NRA (NY/NJ) - Death of Employee

Anthony Carone, a laborer at the park's Staten Island Unit since 1991,
complained of chest pain while on duty on October 6th.  He was rushed to
Staten Island University Hospital by a co-worker, where he was pronounced
dead on arrival.  The cause of death is not yet officially known.  [Jose

99-609 - Gulf Islands NS (MS/FL) - Search; Probable Drowning

On the evening of Saturday, October 2nd, rangers Jared Klein and Larry
Edwards received a report of some fishing equipment and a vehicle that had
been left for two days near the Fort Pickens' jetties beach.  While checking
the area, the rangers were contacted by a man who said that he was a friend
of the vehicle's owner - T.P., 36, of Pensacola - and that he hadn't
heard from or seen T.P. since Friday morning.  A two-day search of the area
by park staff, the Coast Guard and a local SAR group proved fruitless.  On
Monday, boaters found T.P.'s body in Pensacola Bay near the Fort Pickens
fishing pier.  Preliminary indications are that T.P. drowned in the bay, but
toxicology tests are still pending.  A joint NPS-state investigation into the
suspicious circumstances of T.P.'s death is underway.  [Skip Prange, ACR,

CURRENT SITUATION

Very high to extreme fire indices were reported in Oregon, California, Utah,
Idaho, Montana, Nevada, Indiana, and Georgia. 

NICC has issued a RED FLAG WARNING for low humidity and gusty north winds in
southern California.

OPERATIONAL NOTES

West Nile Virus Update - West Nile Virus (WNV) is currently confirmed in
three Northeastern states, and monitoring and suppression efforts are being
implemented.  This disease is transmitted to humans by a bite from an
infected mosquito.  Mosquitoes are infected by biting an infected host, such
as a migratory bird.  If mosquitoes are in your area protect yourself by:

o     Avoiding unnecessary exposure (stay indoors during peak mosquito
      activity).
o     Making sure all windows and doors are properly screened.
o     Using repellents containing 28-30% DEET on exposed skin (taking care to
      always apply repellent in accordance with manufactures label).
o     Wearing light colored clothing, long-sleeved shirts and pants.
o     Using active ingredient permethrin on clothing only (this product is
      not to be used on skin).
o     Eliminating harborage (standing water) where mosquitoes can breed e.g.
      tires, birdbaths, etc.
     
Park staffs should be prepared to deal with this problem.  If necessary,
contact your local public health representatives and county vector control in
advance to discuss the presence of mosquito species, habitat, monitoring
needs and suppression activities.  Note that the presence of rare or
endangered species requires a Section 7 consultation from a USFWS field
office prior to management activities.  Consult with your regional IPM
coordinator and Public Health Service consultant.  The National Wildlife
Health Center (USGS, Madison, Wisconsin), which is working in conjunction 
with CDC, wants to be notified if an unusual number of dead crows or other
birds are observed:
     
o     PRIOR to collecting or shipping specimens, contact Dr. Linda Glaser at
      608-270-2446 or Dr. Kathy Converse at 608-270-2400.
o     If possible, include the following information: GIS coordinates or the
      location where the specimen was found within the park; the collector;
      the park contact; phone numbers and addresses; any important notes,
      such as number found, etc.
o     Collect whole body specimens using rubber gloves or plastic bags - do
      NOT handle the carcass.
o     Wrap your specimen in absorbent material and pack it in two different
      plastic containers to insure that any leakage is contained. Keep the
      specimen chilled (NOT frozen) on blue ice and mail the same day if
      possible to: National Wildlife Health Center, Dr. Linda Glaser or Dr.
      Kathy Converse, 6006 Schroeder Road, Madison, Wisconsin 53711.  Write
      the words DIAGNOSTIC SPECIMENS WILDLIFE clearly on the label.

Law Enforcement Refresher Training - The NPS office at FLETC would like to
remind field areas that all inquiries or requests for law enforcement
training or instructional support should be directed to Tom Cherry via
cc:Mail or at 912-267-2795.  As in the past, the NPS staff is offering to
research and provide legal updates that can be used by AUSAs or other staff
at your refreshers.  Due to the high NPS basic training workload and shortage
of staff in FLETC's legal division, no one from FLETC will be available to
instruct legal update sessions at refreshers.  If park training officers are
unable to arrange support from the local U.S. Attorney's Office, Tom Cherry
has some non-governmental contacts that may be approached - but related costs
must be borne by the benefitting parks.  As always, legal questions can be
