commemoration of National Pearl Harbor Remembrance Day, per order of the
White House. Flags will return to full-staff tomorrow (Wednesday) morning.
INCIDENTS
99-485 - Great Smoky Mountains NP (NC/TN) - Follow-up: Car Clouting Arrests
Between July 27th and August 5th, there were numerous car clouts in the
Little River District. All cases were similar in that there was little
sign of entry and that only cash and travelers checks were taken. The
primary method of entry was by punching a hole at the edge of the door
handle assembly and manipulating the locking mechanism, usually on Chrysler
or Dodge vehicles. On the afternoon of the 5th, ranger Jerry Grubb was
watching the Grotto Falls parking lot when he saw J.L. (a.k.a. J.S.M.R.)
and M.G. (a.k.a. M.V.) break into a
mini-van. Both were arrested. Property from other car clouts was found in
M.G.'s purse, and a search of their vehicle resulted in the recovery of
more than $9,000 in cash and money orders. J.L. and M.G. were scheduled to
go to trial in federal district court on a 30-count indictment for auto
larceny and other crimes on December 1st. Just prior to trial, both entered
guilty pleas. M.G. was sentenced to four months' in prison, three years'
supervisory probation, restitution to all parties, and a $400 special
assessment; J.L. will be sentenced in February and held without bond until
that time. Seventeen victims will receive full restitution from the money
found in their possession. J.L. was identified through fingerprints and
photographs as a Cuban deportee and illegal alien with an extensive
criminal history. INS has placed a detainer on J.L. and he faces
additional charges after he completes the pending sentence. CI Bill Acree

99-718 - Yellowstone NP (WY) - Follow-up: Rock Slide
Park staff have begun clearing rock and debris off the North Entrance Road
south of Gardiner, Montana. Following consultation with geologists and
other experts, explosives were employed to remove a large, fractured slab
of rock hanging over the road. It will probably be several days before all
the slide debris has been cleaned from the road. Only local residents and
employees are being allowed to use that section of the road at present; all
others are using Old Gardiner Road. [Public Affairs, YELL, 12/6]
RESOURCE MANAGEMENT, PROTECTION AND EDUCATION
Redwood N&SP (CA) - Endangered Specie
An endangered Olive Ridley sea turtle was found beached but still alive
just north of the Redwood Creek estuary on the weekend of November 13th. It
had obvious bruising on its shell, probably a secondary effect from
collision with rocks. The turtle was taken to a marine lab in Trinidad and
ended up at Marine World in San Diego, where it is being fed and cared for.
The turtle's weight is reported to be back to normal. It will be released
to the wild in the spring when the water warms up. Turtles are not known to
nest this far north, preferring warmer Pacific Ocean waters. [Bill Falvey,

PARKS AND PEOPLE
Redwood N&SP - The park has an opening for a GS-11 protection specialist.
The announcement opened on November 22nd and closes on December 20th. The
incumbent serves as the program specialist for the law enforcement/resource
protection program, serves as court liaison, and coordinates and
participates in criminal investigations; he/she also coordinates the
structural and wildland fire suppression program, serves as the park's
safety officer, and coordinates a variety of emergency operation programs.
Candidates must be commissioned and able to obtain and maintain a red card.
The position has been submitted for enhanced 6c retirement coverage. For

Mount Rainier NP - District ranger John Wilcox will retire on January 1st
after 32 years in the NPS. John began his career as a seasonal at Glacier
NP in 1964, 1965, and 1966. He has served at Grand Canyon, Albright, Padre
Island, and since 1972 at Mount Rainier. A retirement party is planned for
Monday, December 13th, at 6 p.m. at the Longmire Community Building.
