   INCIDENTS
   
   99-731 - Kaloko-Honokohau NHP (HI) - Follow-up: Murder of Park Ranger
   
   On December 21st, E.F.B. III, the suspect in the murder of 
   ranger Steve Makuakane-Jarrell, was indicted on one count of first degree 
   murder of an officer of the United States (18 USC 1114).  E.F.B. is 
   scheduled to be arraigned in U.S. District Court in Honolulu on December 
   30th, and is being held without bail following a detention hearing held on 
   December 23rd. Previously scheduled detention hearings were rescheduled 
   after E.F.B. told the court that he did not wish to be represented by the 
   federal public defender.  The United States Attorney's Office won it's 
   motion to have E.F.B. evaluated for competency.  NPS special agents and 
   rangers continue to work closely on the investigation with the United 
   States attorney, FBI agents, and Hawaii County police. (Scott Hinson, SA,

   99-739 - Valley Forge NHP (PA) - HazMat Incident
   
   A tractor trailer carrying 4,000 gallons of number six fuel oil rolled 
   over at the intersection of SR 23 and County Line Road on the morning of 
   December 23rd. The tank ruptured, spilling 3,000 gallons of oil onto park 
   lands. The spill was contained by the King of Prussia fire department with 
   assistance from the park roads and trails crew, preventing major damage to 
   park resources. About a half-acre of land was contaminated by the spill. 
   Both roads and the adjacent bike path were closed for seven hours while 
   the tanker was pumped out and removed. All contaminated soil has been 
   excavated and site restoration will begin this week. The driver of the 
   truck suffered only minor injuries. [Earl Cram, Safety Specialist, VAFO,

   99-740 - Organ Pipe Cactus NM (AZ) - Narcotics Seizure
   
   On December 14th, a ranger tracked a group of suspected smugglers to an 
   area where they'd stashed ten bundles of marijuana totaling 217 pounds. 
   The bundles were found about 30 feet from the location where eight bundles 
   were seized on December 4th. [Jon Young, PR, ORPI, 12/20]

   C&O Canal NHP - The park has issued a vacancy announcement for a GS-7/8/9 
   telecommunications manager. The announcement is NPS-CHOH-00-04 and closes 
   on January 12th. The incumbent manages the NCR communications center, 
   which provides communications for six parks in the region and handles the 
   region's fire mobilization program  and all risk incident dispatch. 
   Excellent opportunity for someone seeking a challenging position managing 
   a busy communications center. If you're interested and have questions,

   WASO Ranger Activities - Ranger Activities is seeking an interested 
   employee for a detail assignment in the recreation fee program office for 
   a period of 120 days, beginning in February. The position is being offered 
   as a GS-7, 9 or 11; the announcement is WASO-99-Detail-2. The person 
   selected will be responsible for implementing in-park sales of the new 
   National Park Pass. Please provide a one-page letter or memo outlining 
   your skills and related work experience in fee operations/management, 
   accounting/budget, ability to work independently, and ability to work with 
   a variety of people (DOI, NPS directorate, fee collection staff, etc.). 
   Also provide your full name, series and grade, name of immediate 
   supervisor, two references with names and phone numbers, and your 
   availability date. Applicants must have their supervisors' permission to 
   apply. Travel to parks (three to four trips per month) will be required.
